RESOLUTION NO. 95-��
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
ESTABLISHING A FEE SCHEDULE FOR CUSTOMERS WHO BRING WASTE
TO THE NEW CITY OF REDDING SOLID WASTE TRANSFER/RECYCLING
FACILI�Y ON A�ERNATHY LANE.
WHEREAS, on June 20, 1995, the City officially opened its new solid waste transfer/recycling
facility on Abernathy Lane; and
WHEREAS, many new materials for processing or disposal will be accepted at this facility,
for which no fees have been established; and
WHEREAS, the costs of processing and disposing of household hazardous waste and green
waste, and the costs of transferring and disposing of garbage, could be considerable; and
WHEREAS, it is the desire of the City Council that all utility services of the City be self-
supporting and not subsidized as to their operational costs by revenues raised through the imposition
of ad valorem taxes or other sources of revenue; and
WHEREAS, Section 9.28.110 of the Redding Municipal Code provides that the City Council
may establish by resolution the rates for the collection and removal of solid waste; and
WHEREAS, the City Council deems it to be in the best interests of the City and its citizens
that a schedule of fees be established as set forth on the "Proposed Fee Schedule" attached hereto and
made a part hereof; and
WHEREAS, the fees shall be used solely for meeting the operating expenses of operating the
facility, including employee wage rates and fringe benefits; and �
WHEREAS, staff has reviewed the requirements of the California Environmental Quality Act �
(CEQA) under Section 15273 as it relates to the solid waste charges, and has determined that CEQA ( *
does not apply to setting these fees; and ���

WHEREAS, a public hearing was held on this date, prior to the adoption of this Resolution; �'"

NOW, THEREFORE, the City Council of the City of Redding hereby FINDS,
DETERMINES, and RESOLVES as follows:
l. The City Council makes the following findings:
A. The projected revenue and costs set forth in Exhibit A attached hereto and made a part
hereof support the proposed fees and charges which are necessary to cover the costs of
processing and disposing of household hazardous waste and green waste at the new
Solid Waste Transfer/Recycling Facility.
B. The provisions of the California Environmental Quality Act do not apply to the
establishment of said fees, which are for the purpose of ineeting operating expenses,
including employee wage rates and fringe benefits.
C. The fees do not exceed the governmental costs in providing said services.
2. Pursuant to Redding Municipal Code Section 9.28.110, the City Council hereby establishes and
adopts the attached fee schedule for customers who bring waste to the City of Redding Solid
Waste Transfer/Recycling Facility on Abernathy Lane, to be effective on the day following the
adoption of this Resolution.
I HEREBY CERTIFY that the foregoing Resolution was introduced, read, and adopted at a
regular meeting of the City Council on the l8th day of July , 1995, by the following vote:

CONSTRUCTION WASTE
Acceptance of construction waste was discouraged at the Benton
Temporary Transfer Station. Historical records are, therefore,
"sketchy�� at best. The only change that staff proposes to the
Benton Temporary Transfer Station rate schedule is establishment
of a per-ton rate in the event that contractors want to drop off
large loads that may contain recyclables .
