A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
AUTHORIZING THE PURCHASE OF 21 MOTOROLA SMARTNET TYPE II
RADIOS IN THE AMOUNT OF $73,002.72 FOR THE POLICE DEPARTMENT.
WHEREAS, in 1988-89 the City purchased from Motorola, Inc. and installed an 800 MHZ
trunked radio system, with the Police Department as the primary user of the system; since that time
other City departments have phased into the system; and
WHEREAS, the 800 MHZ trunked radio system is a Motorola Smartnet II system which uses
proprietary software to operate the radios, site controller, and Hill 900 radio repeaters; these newer
Type II radios allow 65,000 electronic identification numbers, and they employ an improved method
of digital communication between the radios, repeaters, and system site controller; and
WHEREAS, the purchase of 21 Motorola Smartnet Type II radios is part of the much-needed
upgrade of the Police radio system to Type II, in order to increase reliability and ensure the safety of
Police Officers; and
WHEREAS, pursuant to Redding Municipal Code Section 4.20.080 A.2, staff has
recommended the purchase from Motorola, Inc., as a single vendor, in the amount of $73,002.72 for
the following reasons:
1. The DVP-XL Encryption was originally proposed and designed into the current system,
and all the Police mobiles are capable of handling this option;
2. The particular algorithm used is proprietary to Motorola and cannot be broken; if a
radio is stolen, a change of the code takes the radio out of the system;
3. Staying with Motorola, Inc. will eliminate the need to purchase additional diagnostic
equipment for another vendor's equipment, which may be just as expensive; \
4. The proprietary software language is used by all of the radios; other manufacturers' �
software language cannot be used in this Motorola radio-trunked system;
5. Motorola, Inc. has designed its equipment so that it will not create radio interference �
with existing radio systems in the Redding Area; and to date the City has not �
experienced any interference problems; �}'
6. The price offered by Motorola, Inc. appears to be competitive and consistent with '�U
previous purchases; and

7. Motorola, Inc. offers free training on the radio equipment to Communications Division
personnel; and
WHEREAS, funds for the purchase are included in the 1995-96 budget; and
WHEREAS, the City Council has carefully studied this matter, and has determined that said
recommendation is in the best interests of the City;
NOW, THEREFORE, IT IS HEREBY RESOLVED by the City Council of the City of
Redding that the foregoing recitals are true and correct; and that, pursuant to Redding Municipal
Code Section 4.20.080 A.2, the formal bidding process be dispensed with and a contract entered into
with Motorola Communications & Electronics, Inc. (Motorola, Inc.) for the purchase of 21 Smartnet
Type II radios at $3,476.32 each, including tax and shipping, for a total of $73,002.72.
I HEREBY CERTIFY that the foregoing Resolution was introduced, read, and adopted at a
regular meeting of the City Council on the 5th day of September , 1995, by the following vote:
