RESOLUTION NO. 95-266
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
ESTABLISHING NEW ELECTRIC UTILITY RATES FOR SERVICE TO
CUSTOMERS WITHIN THE CORPORATE LIMITS OF TI� CITY OF
REDDING.
WHEREAS, Section 16.12.320 of the Redding Municipal Code provides that the City Council shall establish
electric utility rates by resolution; and
WHEREAS, the City Council, by Resolution No. 93-123 adopted April 26, 1993, established a time-schedule for
the Electric Utility annual budget and rate-review process; and
WHEREAS, the City Council has carefully reviewed the existing Electric Utility rate structure, the proposed
increased costs of wholesale power to the City, and the power resource development and capital improvement programs of
the Electric Department; and
WHEREAS, a public hearing regarding an increase in the Electric Utility rates was held on this date, prior to the
adoption of this resolution;
NOW, THEREFORE, the City Council of the City of Redding FINDS, DETERMINES, and RESOLVES as
follows:
1. The City Council finds and determines that:
A. A rate increase of four (4) percent for fiscal year 1996, effective retroactively to November 1, 1995, is
necessary to:
► Meet the costs of purchased power;
► Meet operating expenses, including employee wage rates and fringe benefits;
► Purchase or lease supplies, equipment, or materials;
► Meet financial reserve needs and requirements;
► Obtain funds for capital projects necessary to maintain service within existing service areas; and
► Obtain funds necessary to maintain such intra-City transfers as are authorized by law.
B. The provisions of the California Environmental Quality Act do not apply to the increase in the Electric �
Utility rates, which is for the purpose of, inter alia, meeting operating expenses as set forth above. �
C. A rate increase of four (4) percent is not expected to exceed the governmental costs in providing the �
services in fiscal year 1996. U I

2. Pursuant to Section 16.12.320 of the Redding Municipal Code, the City Council hereby approves a four (4) �
percent increase in the Electric Utility rates for customers within the corporate limits of the City of Redding, �
effective retroactively to November 1, 1995; and directs staff to appropriately amend the City of Redding, �
California, Municipal Utilities Schedule of Rates.

3. With respect to the ElecCric Utility Department, the City Couucil:
A. Adopts cuts for fiscal year 1996 of at least $1 million, with discussions to be held on d�e NCPA and the
Electric Utility Demand Side Projects Manager position line items;
B. Directs staff to prepare the budgets for fiscal years 1997 through 2005 with at least $800,000 in cuts off
the above line items;
C. Directs staff to continue working on the PacifiCorp agreement, and bring a report to the December 5,
� 1995, City Council meeting for coi�sideration;
D. Directs d�e City Manager to develop a Request for Proposals, and solicit proposals for a mai�agement
audit;
E. Implement a [ime-of-use study;
F. Establish life-line rates; and
G. Develop a progranl for low-income residents.
4. Tl�e City Clerk and d�e Finance Officer of tl�e City of Redding are �lirected to maintain available certified copies
uf tl�is resolution in dieir respective offices for inspection and review by interested persons.
