RESOLUTION NO. 95-��
A RESOLUTION OF THE CITY COUNCII, OF THE CITY OF REDDING
AUTHORIZING THE PURCHASE AND INSTALLATION OF SOFTWARE AND
HARDWARE TO UPGRADE THE POLICE MOBII.E RADIOS WITH DIGITAL
VOICE PRIVACY EQUIPMENT.
WHEREAS, the City Council of the City of Redding has determined that a need
exists for the acquisition and installation of software and hardware to upgrade the Police
mobile radios with Digital Voice Privacy encryption so that Police communications cannot be
monitored by scanners; and
WHEREAS, the City's 800 MHZ trunked radio system is a Motorola system, chosen
because of its uniqueness in being computer driven and using proprietary software language
with personality programmable read-only memory in each radio; and the Digital Voice
Privacy equipment is proprietary to Motorola, Inc.; and
WHEREAS, Valley Industrial Communications, Inc. is the only supplier of Motorola
equipment in the immediate Redding area, and is under contract with the City for the
maintenance and management of the City's 800 MHZ radio trunking system and related
equipment; and
WHEREAS, $30,000 has been budgeted to upgrade the Police mobile radios; and
staff is recommending the purchase and installation of as much Motorola Digital Voice
Privacy equipment from Valley Industrial Communications, Inc. as possible for this budgeted
amount; and
WHEREAS, the City Council has carefully considered this matter, and has

determined that the above recommendation is in the best interests of the City; and �

� WHEREAS, it has been determined that this matter is categorically exempt from the �
provisions of the California Environmental Quality Act; {�

NOW, THEREFORE, IT IS RESOLVED by the City Council of the City of �
Redding that:

1. The foregoing recitals are true and correct;
2. The formal bidding process be dispensed with, pursuant to Redding Municipal
Code Section 4.20.080(A)(2); and
3. The Council authorizes the purchase and installation of Motorola Digital Voice
Privacy equipment from Valley Industrial Communications, Inc. for the
upgrade of the Police mobile radios, not to exceed $30,000.
I HEREBY CERTIF'Y that the foregoing resolution was introduced, read, and
adopted at a regular meeting of the City Council of the City of Redding on the 7th day of
November , 1995, by the following vote:
