HomeMy WebLinkAboutReso 96-039 - Adopting a residential solar generation net metering tariff (Solar Tariff) pertaining to the COR municipal Utilities Schedule of Rates . ` _'` � • RESOLUTION NO. 96-� A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING ADOPTING A RESIDENTIAL SOLAR GENERATION NET- METERING TARIFF (SOLAR TARIFF) PERTAINING TO THE CITY OF REDDING MUIVICIPAL UTILITIES SCHEDULE OF RATES. WHEREAS, Section 16.12.320 of the Redding Municipal Code provides that the City Council shall establish electric utility rates by resolution; and WHEREAS, state law requires that before December 31, 1996, all California electric utilities provide net energy billing for residential customers with solar electrical-generating facilities; NOW, THEREFORE, IT IS HEREBY RESOLVED that the City Council hereby adopts the attached Residential Solar Generation Net-Metering Tariff (Solar Tariffl to be applied only to qualifying residential customers with solar facilities of lOkW capacity or less, and that this Tariff be incorporated in the City's Municipal Utilities Schedule of Rates. LEONARD WIN , City Attorney � l�u . - � - ♦ t • • • RESIDENTIAL 30LAR GENERATION NET-METERING TARIFF (SOLAR TARIFF) AVAILABILITY This service is available throughout the entire City of Redding service area where the facilities of the City of Redding Electric Utility are available, of adequate capacity, and are adjacent to the premises. The solar tariff is applicable to domestic service for residential � customers where a part or all of the electrical requirements of the customer can be supplied from a photovoltaic generator of not more than 10 kilowatts owned and operated by the customer. The photovoltaic generator must be connected for parallel operation with the service of the Utility, it must be located on the customer's premises, and it must be intended to offset part or all of the customer's electrical requirements. This tariff outlines terms of service to customers with photovoltaic generators of not more than 10 kilowatts. Application of this schedule will be limited to an aggregate 189kW of photovoltaic generation Citywide on a first-come, first-served basis. Prices, terms, conditions, and the terms of interconnection and parallel operation will be outlined in a customer-specific agreement required for service under this tariff. (The net energy credit will be computed at a rate for payment equal to the average spot price the City of Redding pays for electricity during the applicable billing month. The winter rate period shall be in effect from November 1 to April 30, inclusive; and The summer rate period shall be in effect from May 1 to October 31, inclusive. PA\300.96 -2- . • - � • SPECIAL CONDITIONS 1. Generation Interconnection Agreement: A Generation Interconnection Agreement with the customer is required for service under this schedule. The customer must comply with conditions and terms set forth by the City of Redding for the safe and efficient interconnection of equipment with the City of Redding electrical system. 2 . Net EnerQv: Net energy is ES minus EF where ES is energy supplied by the Utility and EF is energy generated by the customer and fed back into the Utility's system at such times as customer generation exceeds customer requirements. If the net energy value resulting from the above computation is positive, a monthly net energy charge shall be applied at the rates specified above. If the calculation of net energy yields a negative result, all such negative net energy shall be considered net energy transmitted and shall be treated as stated in Special Condition No. 3 below. The components of net energy, ES and EF, shall be determined by the use of a single, nondemand, nontime-differentiated meter. All necessary labor, equipment, materials, and related facilities costs in addition to or in substitution for standard City facilities that are required in order to take and sell power through one meter socket will be at the customer's expense. 3 . Net Energy Transmitted: Net energy transmitted occurs when the cumulative value of EF exceeds the cumulative value of ES PA\300.96 -3- . • - ' � • during the entire billing period and is the amount by which the energy generated by the customer and fed back into the Utility's system exceeds the energy supplied by the Utility over an entire billing period. Such net energy transmitted will be purchased by the Utility at a rate for payment equal to the average spot price the City of Redding pays for energy during the applicable billing month. If the City of Redding did not purchase spot energy during the applicable billing month, then the relevant spot purchase price will be for the most recent month during which the City made spot market energy purchases. 4 . Billinct Periods: The billing period to be used under this tariff shall be the customary monthly billing period. TAX CLAUSE To the charges computed under the above rate, including any adjustments, shall be added to the applicable proportionate part of any taxes or governmental impositions which are or may in the future be assessed on the basis of gross revenues of the City of Redding and/or the price or revenue from the electric energy or service sold and/or the volume of energy generated or purchased for sale and/or sold hereunder. PA\300.96 -4- . • , - � • PAYMENT Bills for service will be rendered monthly. A billing period will not be less than 27 days or more than 33 days. For months in which there is a Net Energy Charge, bills will be deemed delinquent if unpaid 20 days after the date of mailing pursuant to Chapter 14.20 of the Redding Municipal Code. For months in which there is a Net Energy Credit, the City will issue a payment to the customer within 30 days of the end of the month's billing period for which there was a Net Energy Credit. For any rate adjustments that may occur between monthly billing cycles, the appropriate billing charges will be prorated based upon the number of days for which electric service was provided under each applicable rate period.
