RESOLUTION NO. 96-3 r
A RESOLUTION OF THE CIT� COUNCIL OF THE CITY OF
REDDING PERTAIl�IING TO THE RECORD SEARCHLIGHT
HALF MARATHON TO BE HELD ON SATURDAY,
FEBRUARY 24, 1996.
WHEREAS, the Shasta County Women's Refuge is sponsoring the Record Searchlight
Half Marathon to be held on Saturday, February 24, 1996, from 6 a.m. to 3 p.m. in Caldwell
Park and on portions of the City street system; and
WHEREAS, the Police and Public Warks Departments have stated that various areas need
to be closed to vehicular traffic to assist in mitigating some of the impacts of such an event; and
WHEREAS, staff has requested guidance as to whether the City Council wishes to close
certain streets for this event, subject to the conditions referenced below, and, if so, recommends
that Riverside Drive/Benton Drive from Center Street to Quartz Hill Road, the eastbound lanes of
Quartz Hill Road from Loma Street to Harlan Drive, and Caldwell Park be closed to vehicular
traffic on Saturday, February 24, 1996, from 6 a.m. to 3 p.m.;
NOW, THEREFORE, IT IS HEREB�' RESOLVED by the City Council as follows:
1. The Council has considered the above matter and deems it to be in the best interests of the
City to close certain streets to vehicular traffic during the Record Searclilight Half
Marathon, SUBJECT TO the Shasta County Women's Refuge complying with the attached
conditions set forth by the Recreation and Parks Department, including, inter alia:
(a) An adequate insurance certificate being approved by the City's Risk Manager.
(b) The Shasta County Women's Refuge being responsible for all cleanup at the
Sacramento River Trail and Caldwell Park; and that a $300 cleanup fee be deposited
with the City Clerk prior to the event, refundable upon adequate cleanup of the area.
(c) The Sacramento River Trail remaining free of permanent markings, i.e., lime,
chalk, spray paint, etc. �

2. Motorized carts shall be allowed on the Sacramento River Trail during the event to provide �
race overview and medical assistance, if necessary. ��

3. The Chief of Police, in cooperation with the Director of Public Works, is directed to
prevent vehicular traffic on Riverside Drive/Benton Drive from Center Street to Quartz
Hill Road, the eastbound lanes of Quartz Hill Road from Loma Street to Harlan Drive, and
Caldwell Park on Saturday, February 24, 1996, from 6 a.m. to 3 p.m.
I HEREBY CERTIFY that the foregoing resolution was introduced, read and adopted at a
regular meeting of the City Council on the 6th day of February, 1996, by the following vote:

Dear Dr. Smith:
Enclosed is your approved application for reservation of the Covered
Pavilion Area in Lake Redding Park and the North, South, and East
Sacramento River Trails .
Approval of your application is contingent on: �
1 . receipt by the City Clerk' s office, on or before, January 14 ,
1996 , of a refundable $300 clean-up deposit check.
2 . receipt by the City Risk Manager (225-4348) , on or before,
January 14 , 1996 , of an approved certificate of insurance;
3 . that at least two weeks before your event, you provide this
Department with a map of the marathon route;
4 . that you coordinate any street closures with Ray Duryee, Public
Works Department (225-4174) , including, if necessary, completion
• of a Special Events Application;
5 . � that your organization acknowledges it will be responsible for any
overtime expenses involved for City staff to administer to or
supervise your event;
6 . that you coordinate this event with the Redding Police Department ;
7 . th�t only temporary markings will be used to mark the trails , and
these markings will be removed immediately after the event ;
S . no vehicles will be allowed on park lawns or trails .
