LANDSCAPE MAINTENANCE DISTRICT "C"
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
APPROVING THE REPORT OF THE ENGINEER, AS FILED, AND
DECLARING ITS INTENTION TO DETACH PHASE 3 OF THE FOREST
HOMES ESTATES SUBDIVISION (AREA 7) FROM THE DISTRICT, AND TO
LEVY AND COLLECT ASSESSMENTS FOR FISCAL YEAR 1996/97
PURSUANT TO THE LANDSCAPING AND LIGHTING ACT OF 1972,
COMMENCING WITH SECTION 22500 OF THE STREETS AND HIGHWAYS
CODE.
WHEREAS, the City Council heretofore ordered the consolidated formation of Landscape Maintenance
District "C" (District C) under authority granted by the Landscaping and Lighting Act of 1972, as set forth in Part
2 of Division 15 of the Streets and Highways Code of the State of California; and
WHEREAS,the purpose of the landscape maintenance district is to provide maintenance to those landscaping
improvements required within the public rights-0f-way by the conditions of development approval of the subdivisions
contained therein; and
WHEREAS, no substantial changes in existing improvements are proposed for fiscal year 1996/97; and
WHEREAS,the Engineer has filed his Report with the City Clerk pursuant to Streets and Highways Code
Section 22565, et seq.; and
WHEREAS, a public meeting will be held May 7, 1996;
IT IS THEREFORE RESOLVED by the City Council as follows:
1. The City Council approves the Report of the Engineer, as filed.
2. It is the intention of the City Council to:
(a) Detach Area 7, namely Phase 3 of the Forest Homes Estates Subdivision, from District C and annex
it into Landscape Maintenance District "B" as Area 11 inasmuch as the developer has fulfilled his �\
obligation to install the landscaping and maintain it during the maintenance period. "�
(b) Levy and collect assessments for fiscal year 1996/97 equally amongst all the lots and remaining �
parcels that encompass District C, which lots and parcels are more particularly described in �
E�ibits A, B and C and shown on the location maps attached hereto and made a part hereof, except �
that it shall not impose an assessment upon a federal or state governmental agency or another local
agency. �
3. Area 3, namely Unit 2 of the Forest Hills Subdivision (15 lots), was formerly described as remaining parcel
R1.

4. The existing improvements for each subdivision are set forth under the "Landscaping Description and Square
Footage" column in Exhibit B.
5. The general location of the lots and parcels in Landscape Maintenance District "C" are set forth under the
"Access/Location" column in Exhibit B.
6. The Report of the Engineer, on file with the City Clerk, contains a full and detailed description of the
improvements, the boundaries of District C and any zones therein, and the proposed assessments upon the
assessable lots and remaining parcels within the District.
7. No substantial changes in existing improvements are proposed for fiscal year 1996/97. Only costs for the
maintenance of landscaping, miscellaneous lighting, mulching, vandalism, repairs to the irrigation system,
electric and water charges, replacement of vegetation as necessary, and any and all incidental expenses,
including administrative costs, in connection therewith will assessed.
8. A public meeting will be held on Tuesday, May 7, 1996, and a public hearing on Tuesday, May 21, 1996,
at the hour of 7:00 p.m. or as soon thereafter as the matter may be heard, in the City Council Chambers
located at 1313 California Street, Redding, California, to address the detachment of Phase 3 of the Forest
Homes Estates Subdivision and the lery of the proposed assessment for fiscal year 1996/97. The detachment
of Phase 3 of the Forest Homes Estates Subdivision is conditioned on it being annexed into Landscape
Maintenance District "B."
9. The proposed assessment of$7.46 on the existing lots and remaining parcels in District C is less than the
previous year's assessment of$12.37 (which was offset by a cash carryover of$3.42, for a net payable of
$8.95).
I HEREBY CERTIFY that the foregoing resolution of intention was introduced, read and adopted at a
regular meeting of the City Council on the 2nd day of April, 1996, by the following vote:
