RESOLUTION NO. 96-(o(�
LANDSCAPE MAINTENANCE DISTRICT "B"
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
APPROVING THE REPORT OF THE ENGIlVEER, AS FILED, AND
DECLARING ITS INTENTION TO ANNEX PHASE 3 OF THE FOREST HOMES
ESTATES SUBDIVISION (AREA 11) INTO THE DISTRICT, AND TO LEVY
AND COLLECT ASSESSMENTS FOR FISCAL YEAR 1996/97 PURSUANT TO
THE LANDSCAPING AND LIGHTING ACT OF 1972, CONIlV�NCING WITH
SECTION 22500 OF THE STREETS AND ffiGHWAYS CODE.
WHEREAS, the City Council heretofare ardered the consolidated formation of Landscape Maintenance
District "B" under authority granted by the Landscaping and Lighting Act of 1972, as set forth in Part 2 of Division
15 of the Streets and Highways Code of the State of California; and
WHEREAS,the purpose of the landscape maintenance district is to provide maintenance to those landscaping
improvements required within the public rights-of-way by the conditions of development approval of the subdivisions
contained therein; and
WHEREAS, no substantial changes in existing improvements are proposed for fiscal year 1996/97; and
WHEREAS,the Engineer has filed his Report with the City Clerk pursuant to Streets and Highways Code
Section 22565, et seq.; and
WHEREAS, a public meeting will be held May 7, 1996;
IT IS THEREFORE RESOLVED by the City Council as follows:
1. The City Council approves the Report of the Engineer, as filed.
2. It is the intention of the City Council to:
(a) Annex additional territory into Landscape Maintenance District "B" (District B), namely Phase 3
of the Forest Homes Estates Subdivision, Phase 3 (Area 11). At the present time this area is within
Landscape Maintenance District"C" (Area 7), which is a holding district until the developers fulfill ��
their obligations to install landscaping and maintain it during the maintenance period. The
maintenance period for Phase 3 of the Forest Homes Estates Subdivision has expired, and this area
is ready to be accepted into District B. �

(b) Levy and collect assessments for fiscal year 1996/97 equally amongst all the lots and remaining �
parcels that encompass District B, including the area proposed to be annexed in, which lots and
parcels are more particularly described in Elchibits A, B and C and shown on the location maps
attached hereto and made a part hereof, except that it shall not impose an assessment upon a federal
or state governmental agency or another local agency.

3. The existing improvements for each subdivision are set forth under the °Landscaping Description and Square
Footage" column in Exhibit B.
4. The generallocation of the lots and parcels in Landscape Maintenance District "B" are set forth under the
"Access/Location" column in EJchibit B.
5. The Report of the Engineer, on file with the City Clerk, contains a full and detailed description of the
improvements, the boundaries of District B, including the area proposed to be annexed in, and any zones
therein, any bonds or notes to be issued, and the proposed assessments upon the assessable lots and remaining
parcels within the District.
6. No substantial changes in existing improvements are proposed for fiscal year 1996/97. Only costs for the
maintenance of landscaping, miscellaneous lighting, mulching, vandalism, repairs to the irrigation system,
electric and water charges, replacement of vegetation as necessary, and any and all incidental expenses,
including administrative costs, in connection therewith will assessed.
7. A public meeting will be held on Tuesday, May 7, 1996, and a public hearing on Tuesday, May 21, 1996,
at the hour of 7:00 p.m. or as soon thereafter as the matter may be heard, in the City Council Chambers
located at 1313 California Street, Redding, California, to address the proposed annexation of Phase 3 of the
Forest Homes Estates Subdivision and the lery of the proposed assessment for fiscal year 1996/97.
8. The proposed assessment of$69.28 on the existing lots and remaining parcels in District B is slightly less
than the previous year's assessment of$69.94 (which was offset by a cash carryover of$4.29, for a net
payable of$65.65).
9. With respect to the area proposed to be annexed into District B, the proposed assessment of$69.29 on the
lots in Phase 3 of the Forest Homes Estates Subdivision is an increase from the previous year's assessment.
I HEREBY CERTIFY that the foregoing resolution of intention was introduced, read and adopted at a
regular meeting of the City Council on the 2nd day of April, 1996, by the following vote:
