HomeMy WebLinkAboutReso 96-051 - COR Adopting Policy No. 417: Supplemental Budget Appropriations _4 ,. • � � RESOLUTION NO. 96-� A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING ADOPTING POLICY NO. 417: SUPPLEMENTAL BUDGET APPROPRIATIONS. WHEREAS, the City Council of the City of Redding is charged with the responsibility of establishing municipal policies to guide the various functions of the City and, where necessary, to establish procedures by which functions are performed; and WHEREAS, departments are authorized to make budget expenditures up to the amounts appropriated by the City Council; and WHEREAS, at the present time, if an expenditure is anticipated to exceed the amount appropriated, the applicable department must seek a supplemental appropriation from the City Council; and WHEREAS, there are times when additional expenditures result in an equivalent amount of additional revenue (i.e., donations, grants, and mutual aid to other jurisdictions that is reimbursable); and WHEREAS, in these instances, where there is no net impact to the City's budget, it would be more efficient for the City Manager to amend the budget accordingly; and WHEREAS, the City Council wishes to establish a formal policy authorizing the City Manager to amend the budget in those instances where an increase in expenditures will be completely offset by the amount of revenue to be generated as a result of that increase; NOW, THEREFORE, IT IS RESOLVED that the City Council adopts Council Policy No. 417 entitled Supplemental Budget Appropriations, to be incorporated in the Council Policy Manual. A copy of the Policy is attached hereto and made a part hereof. If expenditures are anticipated to exceed to amount appropriated, departments must seek a supplemental appropriation from the City Council. There are times, however, when additional expenditures result in an equivalent amount of additional revenue (examples include donations, grants, and mutual aid to other jurisdictions that is reimbursable). Under these circumstances, it would be more efficient for the City Manager to amend the budget so long as the increase in expenditures will not exceed the amount of revenue to be generated. Purpose The purpose of this policy is to authorize the City Manager to amend the budget in those instances where an increase in expenditures will be completely offset by the amount of revenue to be generated as a result of that increase. Policy It is the policy of the City Council of the City of Redding to authorize the City Manger to amend the budget in those instances where an increase in expenditures will be completely offset by the amount of revenue to be generated as a result of that increase. Procedure Budget amendments such as those described above shall be approved in the same manner as appropriation transfer requests (reference Council Policy 401). F-0091 -7/93
