WHEREAS, the proposed project of amending the General Plan of the City of Redding by adopting General Plan Amendment 2-94 was set for a public hearing to be conducted by the City Council of the City of Redding; and WHEREAS, the issue was heard by the City Council on May 7, 1996; and WHEREAS, the City Council considered the issues discussed in the Mitigated Negative Declaration for GPA-2-94; NOW, THEREFORE, IT I5 HEREBY RESOLVED by the City Council as follows: 1. The information contained in the Mitigated Negative Declaration for GPA-2-94, together with any comments received during the public review process, has been considered by this City Council; 2. The Council finds that project revisions now mitigate potentially significant effects on the environment previously identified in the Initial Study; and 3. The Mitigated Negative Declaration and the Mitigation Monitoring and Reporting Program, copies of which are attached hereto and made a part hereof by reference, are hereby approved. The City Council made its decision on the basis of the tollowing findings: 1. Project is compatible with the Redding General Plan. 2. Project will not significantly alter existing land form. 3. Project is compatible with surrounding land use. 4. Project is compatible with the Code of the City of Redding, California. 5. Mitigation measures as attached have been incorporated into the project to reduce impacts to less than a significant level. The foregoing decision that the proposed project will have no significant effect upon the environment is based on an initial study prepared by the City of Redding Development Services Department, Planning Division, and reviewed at a City Council meeting. If there are substantial changes that alter the character of the proposed project, another environmental impact determination will be necessary. Swanson ;b�velopment Servic s i�ector i � '. � � � • • General Plan Application GPA-2-94 Hilltop Bluffs Mitigation Measures The following mitigation measures are to be incorporated into use permit proposals to reduce impacts to less than a significant level. Tra�c Circulation and Access 1. Realign Palisades Avenue to a location approved by the Director of Public Works in order to provide space to widen Hilltop Drive and provide left-turn pockets between the Interstate 5 bridge and the new Palisades Avenue intersection. 2. Pay a proportionate share toward the installation of a traffic signal at the Palisades Avenue and Hilltop Drive intersection at the time of development. 3. Widen and improve Hilltop Drive to its ultimate paved section with curb, gutter, and ' sidewalk. 4. Provide left-tum lanes and right-tum lanes at the intersection of Hilltop Drive and Palisades Avenue (on both streets). 5. Limit access to the "Residential" and "Office" designated parcels to Palisades Avenue only. Waive all access rights on Hilltop Drive. 6. Provide new construction of Palisades Avenue (paving, curb, gutter, and sidewalk on the General Plan amendment frontage). Air Quality 7. Improvements to Hilltop Drive shall include bicycle lanes or bicycle paths within the boundaries of the General Plan amendment area. Bicycle access shall also be provided within the General Plan amendment boundaries. 8. Construction of a transit stop on Hilltop Drive (with pull out and standard bus shelter) upon development of the office portion of the General Plan amendment. Pedestrian access shall be provided from the transit stop to the office/commercial area. 9. Pedestrian access trails shall be incorporated into site design, connecting the residential uses and the office/commercial uses to the pedestrian paths on Hilltop Drive and Palisades Avenue. 10. Multiple-family units shall incorporate electrical outlets in front and back of each unit for electric equipment for yard work. 11. The number of wood-heating devices for multiple-family units shall be limited during use permit review. 12. Construction shall include installation of low-NoX hot water heaters. Water site and clean equipment morning and evening. 14. Spread soil binders on site, unpaved roads, and staging areas. 15. Reestablish ground cover on construction site through seeding and watering. 16. Pave construction roads and sweep streets if silt is carried over to adjacent public thoroughfares. 17. Reduce traffic speeds on all unpaved road surfaces to 15 miles per hour or less. ' 18. Suspend all grading operations when wind speeds (as instantaneous gusts) exceed 25 miles per hour. 19.
