HomeMy WebLinkAboutReso 2020-132 - Permanently Closing a portion of Riverside Dr from Center St to Court St to Vehicular Traffic except for Emergency Services RESOLUTION NO. 2020-132 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING PERMANENTLY CLOSING A PORTION OF RIVERSIDE DRIVE FROM CENTER STREET TO COURT STREET TO VEHICULAR TRAFFIC EXCEPT FOR EMERGENCY SERVICES WHEREAS: A. On May 1, 2018, after consideration of public comment and design alternatives, City Council authorized the closure of a portion of Riverside Drive to vehicular traffic for the construction of the Diestelhorst to Downtown Non-Motorized Improvement Project at the time of construction commencement; and B. On January 15, 2019, City Council adopted the Mitigated Negative Declaration (MND) and the Mitigation Monitoring Program (MMP) and approved the Diestelhorst to Downtown Non-Motorized Improvement Project, thereby satisfying the requirements of the California Environmental Quality Act §15074 (CEQA); and C. This section of Riverside Drive shall be reserved for a two way cycle track and a separated path for pedestrian use; and D. Section 21101 of the California Vehicle Code authorizes City Council to close a street to vehicular traffic by resolution when the street is no longer needed for vehicular traffic; NOW, THEREFORE, THE CITY COUNCIL DETERMINES, RESOLVES, AND ORDERS AS FOLLOWS: 1. The above recitals are true, correct and adopted herein as findings of fact. 2. Riverside Drive from North Court Street to the Westerly entrance of 980 Center Street is no longer needed for vehicular traffic due, in part, to alternative street access to the impacted area and the closure is needed in order to provide for alternative non-motorized means of travel. 3. Riverside Drive from North Court Street to the Westerly entrance of 980 Center Street is hereby ordered permanently closed to all motorized vehicles except for emergency services.
