A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
APPROVING AMENDMENT NO. 1 TO THE MOU BETWEEN THE CITY
OF REDDING AND THE REDDING EMPLOYEES ORGAlVIZATION OF
THE SERVICE EMPLOYEES INTERNATIONAL LTNION�CLERICAL,
�'ECI�IVIICA� AND PROFESSIONAL EMPLOYEES' iTNIT.
WHEREAS, on April 18, 1994, the City Council adopted Resolution No. 94-93 approving the
Memorandum of Understanding (MOU) between the City of Redding and the Clerical, Technical and
Professional Employees' Unit of the Redding Employees Organization of the Service Employees
International Union; and
WHEREAS, City staff and representatives of the Union have completed negotiations regarding
proposed amendments to the MOU, as set forth in Amendment No. 1 attached hereto and made a part
hereof;
NOW, THEREFORE, IT IS HEREBY RESOLVED that the City Council approves entering
into the attached Amendment No. 1 to the MOU between the City of Redding and the Clerical,
Technical and Professional Employees' Unit of the Redding Employees Organization of the Service
Employees International Union.
I HEREBY CERTIFY that the foregoing resolution was introduced, read and adopted at a
regular meeting of the City Council on the 18th day of June, 1996, by the following vote:

MEMORANDUM OF UNDERSTANDING
BETWEEN
THE CITY OF REDDING
AND
REDDING EMPLOYEES ORGAIVIZATION
OF THE
SERVICE EMPLOYEES INTERNATIONAL UNION
CLERICAL, TECHIVICAL AND PROFESSIONAL
EMPLOYEES' UNIT
THIS AGREEMENT, made and entered into this 18th day of June, 1996, by and between the CITY
OF REDDING (a public agency as defined in Section 3501(c) Chapter 10 of Division 4 of Title 1 of the
Government Code of the State of California), hereinafter referred to as the CITY, and the REDDING
EMPLOYEES ORGANIZATION of the SERVICE EMPLOYEES INTERNATIONAL iJNION (a recognized
employee organization as defined in Section 3501(b) of Chapter 10 of Division 4 of Title 1 of the
Government Code of the State of California), hereinafter referred to as UIVION.
AGREEMENT
In consideration of the promises contained herein and in the original Memorandum of Understanding
of April 15, 1994, the parties agree as follows: - - --
1. That Article 2.1 shall be amended as follows: The City recognizes the Union as the "Exclusive
Representative" of that Unit of employees of the City who hold a classification listed on Exhibits
"A-1 through A-4" and "B-1 throu�h B-4" of this Memorandum of Understanding.
2. That the first sentence in Article 11.1 shall be amended as follows: Employees holding a
classification listed on Exhibits "A-1 throu�' shall be paid the wage rate established for
their classification.
3. That the first sentence in Article 11.2(a) shall be amended as follows: Employees holding a
classification listed on Exhibits "B-1 throu�h B-4" shall be paid a salary rate based upon their
work performance, pursuant to Policies and Procedures established by the City, which shall be
administered in as equitable a manner as is practicable.
4. That Article 11.8 shall be amended as follows: Attached hereto and made a part hereof�s are
Exhibits "A-1 throu�h A_4„ titled "Non-exempt Employee Schedule of Classifications and Hourly
Wage Rages" and "B-1 throu�-4" titled "Exempt Employee Schedule of Classifications and
Salary Ranges."
5. That Article 12.8 shall be amended as follows: All employees holding a classification listed on
Exhibits "B-1 throuQh B-4" "Exempt Employee Schedule of Classifications and Salary Ranges"
are exempt from the Fair Labor Standards Act and the provisions of this Article.
6. That Article 283 is added to the Memorandum of Understanding as follows: The Citv and the
Union recognize the need for, and efficacy of the City's Volunteer Program The sco�,e and
intent of the Volunteer Program is described in Council Policy 209. The Citv and the Union
agree that volunteers will not be used to displace current employees reduce the cunent
Memorandum of Understanding, or cause cancellation of existing or future Memoranda of

�� Understandin�. The Citv and the Union agree to meet at least once durin� the term of this
Memorandum of Understandin� to discuss guidelines re a�rding the use of volunteers.
7. That Article 33.1 shall be amended as follows: This Memorandum of Understanding, having
taken effect as of the day and year first above written, shall remain in full force and effect until
the first day of July, -1-99C 1997, and thereafter from year to year unless written notice of change
or termination shall be given by either party ninety (90) days prior to the expiration date above
or the expiration date of any year thereafter, except, however, that it shall only become effective
with approval of the City Council of City.
8. That Exhibits "A-4" :ind "B-4", which are attached hereto and incorporated herein, shall be added
to the original Memorandum of Understanding.
9. That this amendment shaii be entitled "Amendment No. 1 to the Memorandum of Understanding
between the City of Redding and Redding Errjployees Organization of the Service Employees
International Union Clerical, Technical and Professional Employees' Unit."
10. That strikeouts (���•'��) identify text that is to be eliminated from the original Memorandum
of Understanding and underlines (underlines) identify text that is to be added to the original the
Memorandum of Understanding.
i l. That the original Memorandum of Understanding of April 15, 1994, is otherwise reaffirmed.
IN WITNESS WHEREOF, the Parties have executed this Agreement as of the day and year first
above written.
