HomeMy WebLinkAboutReso 96-138 - Authorize CM to Execute Various Contract necessary to effect the purchase, sale, and exchange of fuel supplies for electric •�t . � � � RESOLUTION NO. 96- /3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING AUTHORIZING (1) THE CITY MANAGER TO EXECUTE TI�E VARIOUS CONTRACTS NECESSARY TO EFFECT THE PURCHASE, SALE AND EXCHANGE OF FUEL SUPPLIES FOR ELECTRIC GENERATION AND OTHER ELECTRIC UTII,ITY-RELATED COMMODITIES UPON APPROVAL OF THE CITY ATTORNEY; AND (2) THE ELECTRIC UTILITY STAFF TO IMPLEMENT THE TI�ANSACTIONS CONTEMPLATED UNDER THE TERMS AND CONDITIONS OF SUCH CONTRACTS. WHEREAS, in order to maximize the benefits associated with the short-term power and fuel-supply market, the City of Redding's Electric Utility operating personnel need the flexibility to make purchases, sales and exchanges of fuel supplies for electric power generation and other Electric Utility-related commodities that are available in the short-term power market (one year or less); and WHEREAS, market conditions for forms of energy such as natural gas, propane, electric power, and others vary from time-to-time; and WHEREAS, producers of fuel may at times desire to provide electric power to the market existing at that time; and WHEREAS, the City may, at such times, have the ability to deliver electric power to the market; and WHEREAS, in order that transactions in the short-term power and fuel-supply market can be accomplished promptly, and to ensure that such transactions are in the best interests of the � City's Electric Utility customers, the Electric Department recommends that the City Council \� delegate authority to its staff to accomplish such transactions on a limited basis; �� � NOW, THEREFORE, IT IS HEREBY RESOLVED that the City Council of the City of Redding: %� 1. Deems it in the best interests of the City's Electric Utility customers that � transactions in the short-term power and fuel-supply market be accomplished promptly; ��,, ';. . � � • . . 2. Authorizes the City Manager or his designee to execute the enabling contracts between the City of Redding and other entities for short-term transactions (one year or less) in the purchase, sale, and exchange of fuel supplies upon approval as to form by the City Attorney and attested by the City Clerk; and 3. Authorizes the Electric Utility Director or his designee to approve the transactions contemplated under the terms and conditions of any executed enabling contract.
