HomeMy WebLinkAboutReso 96-169 - Adopting new Wastewater Utility Serv Charges, Eff 11-1-96 � , . � • . : � , � � _ ., RESOLUTION NO. 96-1� A RESOLUTION OF T�IE CITY COUNCIL OF THE CITY OF REDDING ADOPTING NEW WASTEWATER UTILITY SERVICE CHARGES, EFFECTIVE NOVEMBER 1, 1996. WHEREAS, Section 14.16.200 of the Redding Municipal Code provides that the City Council may from time-to-time, by resolution, fix, alter, change, amend or revise any connection charges, sewer service fees, and other fees related to the publicly-owned treatment works of the City of Redding; and WHEREAS, the existing wastewater service charges and connection charges were established on July 20, 1993, by Resolution 93-294; and WI3EREAS, the Wastewater Utility operating expenses have exceeded operating revenues due to mandates beyond the City's control; and WHEREAS, the City Council has reviewed the Wastewater Utility budget deficit and the need for an increase in the wastewater service charges; and WHEREAS, it is the desire of the City Council that utility services of the City be self- supporting and not subsidized by the General Fund; and �VgIEREAS, staff has recommended that the Wastewater Lltility service charges be increased as set forth in attached Exhibit A, effective November 1, 1996; and that the connection charges established by Exhibit B to Resolution 93-294 not be changed at this time; and WHEREAS, a public hearing regarding the proposed increase in the Wastewater Utility service charges was held on this date, prior to the adoption of this resolution; and WHEREAS, the City Council deems it to be in the best interests of the City of Redding \ to establish the new, increased Wastewater Utility service charges as proposed; �� NOW, THEREFORE, THE CITY COUNCIL FINDS AND DECLARES THAT: � A. The projected Wastewater Utility service charges set forth in attached Exhibit A are �. necessary to cover the increased costs of the operation and maintenance of the wastewater � system. �� ' . � � ' ' >. � B. The increase in the wastewater service charges may be used for the purposes of: ► meeting operating expenses, including employee wage rates and fringe benefits; � ► purchasing or leasing supplies, equipment or materials; ► meeting financial reserve needs and requirements; and ► obtaining funds for capital projects necessary to maintain service within existing service areas. C. Pursuant to Public Resources Code Section 21080(b)(8), the provisions of the California Environmental Quality Act do not apply to the increase in the Wastewater Utility service charges, to be used far the purposes set forth herein. BE IT RESOLVED that the City Council, pursuant to Redding Municipal Code Section 14.16.200, approves and adopts the Wastewater Utility service charges set forth in Exhibit A attached hereto and made a part liereof, effective November 1, 1996 (replacing the wastewater service charges established by Resolution 93-294). Class IB, Multiple-family Users, see Table 2. CI.�SS II • USERS THAT DISCHARGE A WASTEWATER SIMILAR IN STRENGTH TO THAT OF DOMESTIC WASTEWATER Class IIA and Class IIB users charged on the basis of water consumption, see Table 4. Class IIB users charged on the basis of household equivalents, see Table 3. C'd.ASS III USERS THAT DISCHARGE A WASTEWATER GREATER THAN DOt�IESTIC WASTEWATER IN STRENGTH Class IIIA: Restaurants are the only users in this class, based on the measured strength of their wastewater. For restaurants charged on the basis of water consumption, multiply the appropriate amount from Table 4 by 1.24. For restaurants charged on the basis of household equivalents, multiply the appropriate amount from Table 3 by 1.24. Class IIIB users shall be assessed a fee per household equivalent discharged as shown in Table 3, with the household equivalents determined by the monitoring of flow and wastewater strength.
