C-3389 APPROVED BY THE CITY COUNCIL ON 1/16/96. THE AMENDMENT WILL ADD PHASE 3 CONSTRUCTION ADMINISTRATION SERVICES ON THE CLEAR CREEK LIFT STATION EXPANSION PROJEC�—NOT TO EXCEED $150,000. WHEREAS, the City Council awarded contracts to CH2M Hill for the Phase 1 preliminary design and the Phase 2 final engineering design services for the Clear Creek Lift Station Expansion Project ("Project") on August 1, 1995, and January 16, 1996, respectively; and WHEREAS, at this time staff is requesting Council approval to enter into Amendment No. 1 to the Phase 2 contract with CH2M Hill, Inc.; the Amendment will add Phase 3 construction administration services on the Project, not to exceed $150,000; and WHEREAS, Phase 3 is the final phase of the original request for proposal for this Project; and WHEREAS, the total Project will be funded by the Wastewater Utility Fund; NOW, THEREFORE, BE IT RESOLVED that the City Council approves entering into the attached Amendment No. 1 to the Phase 2 CH2M Hill Standard Agreement for Professional Services on the Clear Creek Lift Station Expansion Project, in an amount not to exceed $150,000. The Mayor is authorized to sign the Amendment on behalf of the City, and the City Clerk is directed to attest his signature and impress the official seal of the City. ' � � � Amendment No. 1 This amendment is for the AGREEMENT between CH2M HILL INC., ("ENGINEER"),and City of Redding ("OWNER"), for a PROJECT generally described as: Clear Creek Lift Station Expansion The purpose of this amendment is as follows: To amend the CONTRACT authorized by City of Redding Resolution No. 96-023, dated January 16, 1996,to add Phase 3,"Construction Administration Services." Those services originally defined in the Agreement as Phase 3, "Bid Phase Services," shall be included as part of Phase 2, "Final Design Services." ARTICLE 1. SCOPE OF SERVICES ENGINEER agrees to furnish OWNER the following specific services: See Attachment A. ARTICLE 2. COMPENSATION Compensation by OWNER to ENGINEER will be as follows: See Attachment B. Budget is based on 15 months of construction and 10 hours per month engineering support plus general office support. Task 3.2-Document Interpretation to include issuing interpretations of contract documents. Budget is based on 280 days of construction and 1/2 hour per day engineering support plus general office support. Task 3.3-Shop Drawing Review to include review of shop drawing submittals. Based on 60 submittals and 4 hours average per submittal engineering support plus general office support. Task 3.�Engineering Review and Observation to include visiting the site at intervals as construction proceeds to observe work progress. Budget is based on 15 months of con- struction and 14 hours per month engineering support plus general office support. Task 3.5�hange Orders to include engineering required azising from changes in the work. Scope of services will be defined by OWNER on the basis of project need. Budget is based on 80 hours of engineering support plus general office support. Task 3.6-Record Drawings to include incorporation of contractor-identified recorded information on contract drawings.Budget is based on 47 drawings and 2 hours per drawing engineering support.CH2M HILL will provide diskettes and one 11-inch by 17-inch hard copy set of record drawings. Task 3.7-�onstruction Meetings to include attendance at the preconstruction conference and construction meetings. Budget is based on 48 hours engineering support at the pre- construction conference plus 15 months of construction and 4 hours per month of engi- neering support plus general office support. Task 3.8-Final Inspection to include inspection of contractor work. Scope of services will be defined by OWNER on the basis of project need. Budget is based on 60 hours of engineering support. Task 3.9-Startup Assistance to include assistance of contractor facility staztup. Scope of services will be defined by 04VNER on the basis of project need. Budget is based on 60 hours of engine.ering support. Task 3.10-Special Observation and Support to include engineering observation of specific areas of construction as requested by OWNER. Scope of services will be defined by OWNER on the basis of project need. Budget is based on 60 hours of engineering support. Task 3.11-Support Resident Engineer for onsite observation of contractor activities. Scope of services will be defined by OWNER on the basis of project need. Budget is based on 500 hours of engineering support. ' � 1 , • • Attach ment B Article 1-Compensation Compensation by OWNER to ENGINEER for services enumerated in this amendment will be as follows: For the services enumerated in Attachment A,Article 1, for Phase 3,Construction Administration Services,ENGINEER will be compensated on the basis of raw labor for the individual performing the work times a multiplier of 3.15. ENGINEER will be compensated for expenses at cost. The not-to-exceed amount will not be exceeded without prior written authorization from the OWNER. ENGINEER is not obligated to incur costs beyond the indicated amount,as may be adjusted, and the OWNER is not obligated to pay ENGINEER beyond these limits. ENGINEER will keep OWNER informed of progress and expenditures so that the not-to-exceed amount on work effort can be adjusted. Additional Scope of Services,as identified during the course of Phase 3 work,will be performed only as authorized by written amendment of the Contract.
