PROGRAM FOR UNALTERED DOGS LICENSED IN
TgIE CITY OF REDDING.
WHEREAS, it is in the best interests of the City of Redding that a spay/neuter
assistance program be implemented in order to reduce the overpopulation and number of
unwanted dogs; minimize the necessity to euthanize dogs; enhance the ability to more
effectively deal with animal enforcement issues; and encourage more pet owners to
sterilize their dogs;
NOW, THEREFORE, BE IT RESOLVED that the City Council hereby
implements a Spay/Neuter Assistance Program ("Program") for unaltered dogs licensed
in the City of Redding, as follows:
1. The Program, to be administered by the City Clerk, is available to all City
residents who own an unaltered dog over the age of six months, and
purchase a license for that unaltered dog. A $2 surcharge will be imposed
on each such license.
2. The $2 surcharge will be placed in a Spay/Neuter Assistance Fu.nd ("Fund"),
administered by the City Clerk, to be used solely for the sterilization of dogs
eligible for the Program.
3. When sufficient money is accumulated in the Fund to finance the Program,
the City Clerk shall issue to the applicant, upon request, a $20 voucher to
defray the cost of sterilization of the unaltered dog for which the license was
purchased. The voucher will be valid for 30 days, and is to be taken by the
applicant to his/her veterinarian of choice, who will perform the
sterilization. The veterinarian can then apply to the City for reimbursement
of the voucher. Vouchers will be issued on a first-come, first-serve basis as
long as sufficient money is available in the Fund. '
