RESOLUTION NO. 96-�
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
REDDING ADOPTING NEW WATER UTILITY RATES AND
CHARGES FOR SERVICE TO CUSTOMERS WITHIN THE
CORPORATE LIMITS OF THE CITY OF REDDING AND
THE BUCKEYE SERVICE AREA.
WHEREAS, Section 14.08.310 of the Redding Municipal Code provides that the City
Council may from time-to-time, by resolution, fix, alter, change, amend or revise service rates in
connection with the water distribution system; and
WHEREAS, the existing water rate schedule was established on March 2, 1993, in
Exhibit "A" to Resolution 93-76; and
WHEREAS, due to the increased costs of the operation and maintenance of the water
system, staff has recommended that the water utility rates and charges be increased as set forth in
attached Exhibit A; and that the monthly service charges for fire hydrant rental and private fire
protection service lines established by Exhibit B of Resolution 93-76 not be changed at this time;
and
WHEREAS, the City Council has reviewed the existing water utility rate structure and
studied the increased costs of the operation and maintenance of the water utility; and
WHEREAS, it is the desire of the City Council that utility services of the City be self-
supporting and not subsidized by the General Fund; and
WHEREAS, a public hearing regarding the proposed increase in the water utility rates
and charges was held prior to the adoption of this resolution; and
WHEREAS, the City Council deems it to be in the best interests of the City of Redding
to establish the new, increased water utility rates and charges as proposed;

NOW, THEREFORE, THE CITY COUNCIL FIlVDS AND DECLARES THAT: ��
A. The projected rates and charges set forth in attached Exhibit A are necessary to cover the �
increased costs of the operation and maintenance of the water system. �

B. The water rate increase may be used for the purposes of:
► meeting operating expenses, including employee wage rates and fringe benefits;
► purchasing or leasing supplies, equipment or materials;
► meeting financial reserve needs and requirements; and
► obtaining funds for capital projects necessary to maintain service within existing
service areas.
C. Pursuant to Public Resources Code Section 21080(b)(8), the provisions of the California
Environmental Quality Act do not apply to the increase in the water utility rates and
charges, to be used for the purposes set forth herein.
BE IT RESOLVED that the City Council, pursuant to Redding Municipal Code Section
14.08.310, approves and adopts as the established rates and charges for municipal water service
to customers within the corporate limits of the City of Redding and the Buckeye Service Area
those rates and charges set forth in the City of Redding Water Utility Schedules of Rates attached
hereto as Exhibits A and made a part hereof by reference (replacing those charges established by
Resolution 93-76). The first increase will be effective October 1, 1996, as to water furnished to
the customers of the City of Redding and the Buckeye Service Area for which meter readings
occur on or after October 1, 1996.
I HEREBY CERTIFY that the foregoing resolution was introduced, read and adopted at
a regular meeting of the City Council of the City of Redding on the 17th day of September, 1996,
by the following vote:
