A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
DECLARING ALL PARCELS IN STILLWATER BUSINESS PARK,
GENERALLY LOCATED NORTH AND SOUTH OF RANCHO ROAD
AND EAST OF STILLWATER CREEK (4855, 4950, 5155, 5255, 5355, 5300,
5555, 5550, 5750, 5950, 5855, 6155, 6355, 6555, 6655, AND 6755 VENTURE
PARKWAY (APNs 054-830-001, 054-830-003, 054-220-011, 054-220-012,
054-220-013, 054-220-028, 054-220-015, 054-220-016, 054-220-017, 054-220-
018, 054-220-019, 054-260-003, 054-260-004, 054-260-005, 054-260-006, 054-
260-007, AND 054-260-008)), AS EXEMPT SURPLUS PROPERTY,
SUBJECT TO THE RETENTION OF ANY EASEMENT(S), IF
REQUIRED, FOR PUBLIC SERVICE UTILITIES
WHEREAS, the City of Redding owns Stillwater Business Park (4855, 4950, 5155,
5255, 5355, 5300, 5555, 5550, 5750, 5950, 5855, 6155, 6355, 6555, 6655, and 6755 Venture
Parkway (APNs 054-830-001, 054-830-003, 054-220-011, 054-220-012, 054-220-013, 054-220-
028, 054-220-015, 054-220-016, 054-220-017, 054-220-018, 054-220-019, 054-260-003, 054-
260-004, 054-260-005, 054-260-006, 054-260-007, and 054-260-008)), ("The Property"), shown
on the map in Exhibit A, attached; and
WHEREAS, the City of Redding acquired and proceeded to conduct an Environmental
Impact Study and Report (EIR/EIS), submit applications for and accept federal grant funding,
and develop the Property for the sole purpose of selling to organizations to boost industry and
create jobs; and
WHEREAS, the City of Redding received grant money from the United States
Economic Development Administration in the amount of$3,470,000 for construction of a South
Bridge and Secondary Access Road, thereby specifically restricting the development of the
Property to the benefit of the creation of jobs and additional industry; and
WHEREAS, the City of Redding City Council by resolution developed an industrial
development incentive program to appeal to the creation of jobs and increased economic
development; and
WHEREAS, the City of Redding has determined that there is not a need to retain the
Property for public purposes; and
WHEREAS, the Surplus Property Act (California Government Code 54220 et seq.)
provides guidelines for localities to follow regarding the sale of City-owned property including
approval of the local governing body by resolution; and
WHEREAS, City-owned property prior to sale must be declared surplus or exempt
surplus with qualifying guidelines for disposal for said property; and
WHEREAS, surplus land that is subject to valid legal restrictions that are not imposed
by the local agency and that would make housing prohibited can be classified as exempt surplus
property (Gov. Code 54221(f)); and
WHEREAS, the grant money from federal agency sources prohibit the use of the land
for purposes other than economic enrichment;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF REDDING DOES
HEREBY RESOLVE THAT:
1. The above recitals are true, correct, and are adopted herein as findings of fact.
2. The environmental impacts for sale and development of the Property have not changed
since the adoption of the EIR/EIS for the Stillwater Business Park, not changes to the
project studied by the EIR/EIS have occurred since adoption, and the EIR/EIS retains full
relevance in addressing development of the Property.
3. Notwithstanding, the scope of the EIR/EIS, the City Council finds that the surplus of and
the sale of the Property by the City is categorically exempt from the requirements of the
California Environmental Quality Act (CEQA) pursuant to Section 15312 of the CEQA
Guidelines (Surplus Government Property Sales) in that it has no significant value as
wildlife habitat or other environmental purposes and the use of the Property and adjacent
property has not changed since the time it was purchased by the City.
4. The Property is declared exempt surplus property, subject to the retention of any
easement(s), if required, for public service purposes.
5. The Property will be actively marketed and sold for the specific purpose of enriching
economic development through the creation of jobs and industry enhancement.
I HEREBY CERTIFY that the forgoing resolution was introduced at a regular meeting
of the Redding City Council on the 6th day of October, 2020, and was duly adopted at said
meeting by the following vote:
