HomeMy WebLinkAboutReso 96-211 - Authorizing the upgrade of the existing Electronic Meter Reading System to Itron's Premierplus System . � • RESOLUTION NO. 96- Z/1 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING AUTHORIZING THE UPGRADE OF THE EXISTING ELECTROlvIC METER READING SYSTEM TO ITRON'S PREMIERPLUS SYSTEM. WHEREAS, the City Council of the City of Redding has determined that a need exists for the upgrade of the City's existing electronic meter-reading equipment to enable staff to perform off-site meter reading and read time-of-use meters more efficiently; and WHEREAS, the City's existing electronic meter-reading equipment was purchased from Itron in 1988 after receiving and evaluating proposals from five vendors; and WHEREAS, currently, of the five vendors, only three are still producing comparable products: one of the three has downsized its product line to a device that reads water meters only, and of the other two only Itron offers a product line that is compatible with the City's existing technology; and WHEREAS, Itron has introduced PremierPlus, a system enhancement that allows indirect access to hazardous and/or problematic meters; and WHEREAS, incorporating PremierPlus into the City's electronic meter-reading system will reduce daily processing time, improve field efficiency and productivity, promote a safer environment for City employees, reduce the equipment's annual maintenance cost, and position the City for future advancements in automated meter-reading technology; and WHEREAS, the Administrative Services Department budget for fiscal year 1996/97 � contains $64,000 to upgrade the City's existing equipment; and � � WHEREAS, the City Council has carefully considered this matter, and has determined '+ that upgrading the existing electronic meter-reading equipment is in the best interests of the � City; and � NOW, THEREFORE, IT IS RESOLVED by the City Council that: i � y � • 1. The foregoing recitals are true and correct; 2. The formal bidding process be dispensed with, pursuant to Redding Municipal Code Section 4.20.080(A)(2); and 3. The Council authorizes the upgrade of the City's existing electronic meter-reading equipment to Itron's PremierPlus system, not to exceed $64,000.
