HomeMy WebLinkAboutReso 97-041 - Adopting New Public Parking Rates at the Redding Municipal Airport, operated by James C Berry, DBA Republic Parking System , - • • .� RESOLUTION NO. 97-� A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING ADOPTING NEW PUBLIC PARKING RATES AT THE REDDING MUNICIPAL AIRPORT, OPERATED BY JAMES C. BERRY, DOING BUSINESS AS REPUBLIC PARKING SYSTEM. WHEREAS, in 1992 the City and Mr. Berry entered into an Operating Agreement for Public Parking Facilities (Agreement) at the Redding Municipal Airport, whereby Mr. Berry (Operator) would operate the facilities for the City; and WHEREAS, the existing parking rates were established in the Agreement; and all subsequent rate changes must be approved by the City Council; and WHEREAS, the Operator is requesting a parking rate increase to offset Republic's increase in labor costs due to the approved raise(s) in the minimum wage; and WHEREAS, the Operator will implement a weekly rate for long-term users (park for seven days but only pay for six days); and purchase and install credit card equipment at the parking facilities within 60 days of the adoption of this resolution; and WHEREAS, it is the desire of the City Council that all City services be self-supporting and not subsidized as to their operational costs by revenues raised through the imposition of ad valorem taxes or other sources of revenue; and WHEREAS, a public hearing regarding the proposed changes in the Municipal Airport public parking fees was held on this date, prior to the adoption of this resolution; NOW, THEREFORE, the City Council of the City of Redding FINDS, DETERMINES, and RESOLVES as follows: 1. The City Council finds and determines that: A. The proposed increase in the Municipal Airport public parking rates is necessary to meet operating expenses, including employee wage rates. B. The provisions of the California Environmental Quality Act do not apply to � the increase in the Municipal Airport public parking rates, which is for the �� purpose of ineeting operating expenses. � C. The proposed increase in the Municipal Airport public parking rates is not , expected to exceed the governmental costs in providing the services in fiscal � year 1996/97. r + � � 2. The City Council approves and adopts the following public parking rates at the Municipal Airport, operated by James C. Berry, dba Republic Parking System: 0 - one-half hour $ .50 Next one-half hour .75 Each additional hour .75 Maximum 24 hours 4.50 Weekly rate 27.00 I HEREBY CERTIFY that the foregoing resolution was introduced, read and adopted at a regular meeting of the City Council on the 4tn day of March , 1997, by the following vote: AYES: COUNCIL MEMBERS: P.
