The current City Council has, however, taken a slightly different approach to this issue; therefore, the policy is being amended to conform to current practice. Purpose To establish the guidelines to be followed by City Council members, commission members, officers, and employees of the City of Redding in support of legislation. Policv The official position of the City of Redding on any bill or other legislative matter will be developed in accordance with the parameters described below: 1. City Council approval is required prior to the City of Redding taking an official position on any bill or other legislative matter if is deemed to be controversial or if the City Council's position is unknown. 2. The Mayor may state the City of Redding's official position on bills and other legislative matters when an immediate response is required and/or when the City Council's position is known. 3. The City Manager or his designee may state the City of Redding's official position on routine and noncontroversial matters,e.g.,budget issues, administrative regulations, grant applications, etc.). The City Manager shall determine the appropriate level of response. This policy is not intended to preclude individuals from taking an individual position on legislation, so long as it does not appear to represent official City business.
