HomeMy WebLinkAboutReso 97-99 - Electing to be exempt from the Congestion Mgmt Program ' � �, � � • RESOLUTION NO. 97-� A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING ELECTING TO BE EXEMPT FROM TI3E CONGESTION MANAGEMENT PROGRAM. WHEREAS: 1. California Government Code Section 65089 required each county that included a census-designated urbanized area to develop and adopt a congestion management program by December 1990; 2. Shasta County and the Cities of Redding, Anderson and Shasta Lake adopted a Congestion Management Program in November 1990; 3. Government Code Section 65088.3 states that a majority of local governments, collectively comprised of the city councils and the county board of supervisors, which in total also represent a majority of the population in the county, may adopt resolutions electing to be exempt from the Congestion Management Program; 4. Based on the January 1996 State Department of Finance E1 Report, the incorporated area of Redding consists of 76,700 persons, or 47% of the total population of Shasta County; and the unincorporated area of Shasta County consists of 67,000 persons, or 41% of the total population of Shasta County; 5. The City of Redding and the County of Shasta, who are each electing to be exempt from the Congestion Management Program, represent a majority of the population in Shasta County; 6. The City of Redding has insufficient funds for transportation projects, having a road maintenance deficit of approximately $2 million annually; and 7. Noncompliance with the Congestion Management Program would trigger a reduction in gasoline tax money available for transportation projects, compounding the already critical shortage of funding; � NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of � Redding elects to be exempt from the Congestion Management Program, while remaining � committed to monitoring traffic congestion in the City of Redding. � � � . ..� � • I HEREBY CERTIFI' that the foregoing resolution exempting Redding from the Congestion Management Program was introduced, read and adopted at a regular meeting of the City Council on the 3rd day of June, 1997, by the following vote: AYES: COUNCIL MEMBERS: R.
