WHEREAS, the City of Redding Electric Utility customers continue to bear substantial capital costs associated with new development within the City; and WHEREAS, increases in the City's Electric Utility rates are required from time-to-time to provide this capital; and WHEREAS, it is in the best interests of the City's Electric Utility customers that the City not carry the burden of certain costs of new development in the City's Electric Utility Rate Base; NOW, THEREFORE, IT IS RESOLVED by the City Council that: � 1 The attached City of Redding Electric Service Policy [Option 2] be implemented effective May 7, 1997, as the Electric Service Policy for service to customers within the Service Area of the City of Redding Electric Utility; 2. Staff is authorized to implement and phase in the new Electric Utility Service Policy in accordance with the terms thereof; and 3. The City Clerk and the Finance Officer are directed to maintai;� certified copies of this resolution in their respective offices available for inspection and review by any interested person. Commercial Development: Development of a parcel for the use of two or more Commercial Units. 3. Commercial Unit: An individual commercial service. This includes industrial, retail service and residential multi-family type installations. 4. Customer: A person establishing a single service on a single parcel. 5. Develoner: Someone who is establishing multiple services or parcels. 6. Electric Su�ly Facilities: Electric distribution facilities on the source side of the meter. 7. Electric Utilitv: The department (or other subdivision) of the City of Redding which is responsible for administration, operation, maintenance and capital improvements to the City's generation, transmission and distribution facilities which provide electric service to the electric utility customers within the service area of the City. 8. Express Feeder: A distribution circuit which is designed to provide electric service beyond the immediate development. 9. Meter Facilities: 1Vleter sockets, bypass switches, fuses, conduits and instrument transformer compartments as required by the City of Redding. 10. Planned Unit Develo�ment: A development which has been classified by the City Planning Commission as a planned unit development. 1 l. Point of Service: That pomt where the Service Lateral is first spliced to the Secondary System. Also, the point where a primary service is metered. 12. Prima,ry Volta,�Eq�ment: Any equipment which is designed for and used to carry or control high voltage (equal to or greater than 1000 V) distribution systems. This includes, but is not limited to, cables, splices,transformers and switches. This definition does not include subsurface structures such as conduits, Pull Boxes and Vaults. 13. Pull Box/Splice Box: A fabricated concrete (or other approved material) box installed underground for pu.11ing electric cable and making splices. Secondary System Conduit, Pull Box, Conductors, etc.): That part of the City of Redding's system which is energized below 1000 V. This does not include the Service Lateral conduit and conductors or street light conduit and conductors. 15. Seivice Conductors: The conductors(overhead or underground)from the service entrance to the first splice away from the building being seived. 16. Service Entrance Panel: The point at which the electric supply lines enter the building to be served. This includes, but is not limited to, the meter socket, main breaker, service mast, weatherhead or underground pull section and conduit to a point two feet beyond the building's foundation. 17. Seivice Lateral: The electric cable or conduit which connects the Service Entrance Panel to the Secondary System. 18. Underg;round Assessment District: Includes, but may not be limited to, a group of property owners who have established an assessment district for the purpose of paying for placing all overhead electric facilities (except transmission) underground or a group of property owners who wish to develop unimproved land and share the cost of installation of underground electric facilities. 19. Under,ground District: An area in which the City has determined that all overhead electric facilities(except transrmssion)will be underground. BRR�DOC\203.97:cr � �� _ ' • � � Section B: General Rec�uirements The following General Requirements apply to all new services or developments except as modified in Section C. L T,ype of Service Overhead service may be provided if overhead distribution lines exist and service panel is 200 amperes or less. The Developer/C�stomer shall be responsible for items listed in Paragraph B.2 per Electric Utility specifications. If the parcel is in au u.nderground service area or underground service is to be established from overhead facilities,the Developer/G�stomer shall be respons�ble for items listed in Paragraph B.3 per Electric Utility specifications. Available secondary system voltages: 3 phase 4 wire 120/208V, 120/240V or 277/480V 1 phase 3 wire 120/240V or 120/208V Available primary system voltage: 3 phase 12,OOOV Available transmission system voltage: 3 phase 115,OOOV The Electric Utility will make final determination as to availability of these service voltages and the Point of Seivice. Service to loads in ezcess of 1500 kVA will require detailed review by the Electric Utility and may require primary service. Service to loads in excess of 3000 kVA will require detailed review by the Electric Utility and may requir� transmission service. 2. Overhead Services For overhead seYvice, all electric facilities on the supply side of the electric meter, including the meter, except the service entrance conductor, seivice mast and weatherhead, will become the property of the City at the time electric service is established. The City will own, operate and maintain those electric facilities. The City will not operate or maintain any facilities not owned by the City. The City e�cpects that all electrical equipment and electric cable installed by the Developer/Customer for the City shall be installed by qualified personnel. By Developer/Customer, as specified by the Electric Utility: 1) Fumish and install Meter Facilities, service mast and point of attachment. 2) Furnish and install service entrance conductors in the service mast and weatherhead and make terminations at the meter socket. 3) Provide all easements required at no ezpense to the City. b. By Electric Utility: 1) Furnish specifications for Electric Supply Facilities to be fumished and installed by the Developer/Customer. 2) Furnish and install revenue meter, metering transformers and metering wiring. 3) Furnish and install overhead secondary and service wires from the service pole to weatherhead and transformer. 3. Under,g,round Services For underground seivice, all Electric Supply Facilities on the supply side of the electric meter, including the meter, except the conduit from the Service Entrance Panel to a point two feet beyond the building, will become the property of the City at the time electric service is established. Underground Prima ,ry Char�es There will be a charge to the Developer/Customer of$6.00 per circuit/ft for all single phase primary wire and $9.00 per circuit/ft for all three phase wire within the development in excess of 150 feet per primary circuit mto private property. Payment shall be made prior to the time the Electric Utility installs such facilities. (See Section D for other applicable Developer/Customer Fees and Charges. Note: This excess footage charge will not be applied when the Developer/Customer is charged for the primary cable required to service his project.) In all multi-tenant buildings, meters shall be located at one central point on the building or an approved multi-meter freestanding switchboard panel. a. The following work shall be the Developer/Customer's responsibility within the project or development/subdivision and within 150 feet adjacent to the boundary of the project or development/subdivision (as defined by a City approved developmendsubdivision map). 1) Perform all trenching and backfilling including backfill material. 2) Furnish and install primary conduit and Pull Boxes(except conduit and Vaults for Express Feeders), secondary conduit and Service Lateral conduit. 3) Furnish and install transformer pads. 4) Fumish and install Meter Facilities. 5) Furnish and'mstall all secondary and Service Lateral cable. The Service Lateral cable shall be connected to the terminals in the Service Entrance Panel, 6) Fu.mish and install street light bases, anchor bolts, standards, arms, luminaires, conductors, Splice Boxes, wiriug and conduit. 7) Install Vaults and primary conduit for Express Feeders as fiunished by the City. 8) Provide all easements as required at no expense to the City. 9) Furnish and install all underground street crossings within the development and across any adjacent existing public streets. b. By Electric Utility: 1) Furnish specifications for Electric Supply Facilities to be furnished and installed by the Developer/Customer. 2) Furnish and install revenue meter, metering transformers and metering wiring. 3) Furnish and install Primary Voltage Equipment. 4) Make final connections for street lights at base of light standard, intemiediate Pull Boxes and at the supply point. 5) Furnish and'mstall all splicing connectors on the source side of the meter except at the Service Entrance Panel. 6) Fumish conduit and Vaults for Express Feeders. 4. These requirements are in addition to those in Sections B.1, 2 and 3 as is appropriate. a. General All electric facilities on the load side of the primary metering point shall belong to the Customer. The City will not operate or maintain those facilities. The Electric Utility will have final approval of the location of the metering/protection interface pounta b. �sstai�atien By Developer/Customer as Specified and/or Approved by the Electric Utility: 1) Furnish and install all protection equipment on the load side of the primary metering point. All such equipment shall be approved by the Electric Utility. 2) Furnish, install and maintain all equipment on the load side of the primary metering point. 3) If supply is overhead, fumish and install the deadend service pole and Metering Facilities. For overhead primary service, all Electric Supply Facilities on the supply side of the electric meter point, including the meter, except the pole and Meter Facilities,will be the property of the City. The City will own, operate and maintain those electric facilities. The City will not operate or maintain any facilities not owned by the City. 1. 4) If supply is underground,fiunish and install conduit necessary to connect the supply system to the metering point, including a concrete pad and enclosure (or Customer-owned switchgear cubicle) for the primary metering equipment. For underground primary service, all Electric Supply Facilities on the supply side of the electric meter point, including the meter, except the primary meter enclosure and enclosure pad, will be the property of the City. The City will own, operate and maintain those electric facilities. The City will not operate or maintain any facilities not owned by the City. c. �ns ' By Electric Utility: 1) Furnish specifications for interconnection including approval of fuse sizes, relay settings and equipment as appropriate. 2) All meters, metering transformers and metering wiring. 3) Make final connection to the electric system. Transmission Service This poGcy applies to Customers who receive power at a transmission voltage (60,000 volts and higher voltage). These requirements are in addition to those in Sections B1, B2, and B3 as is appropriate. a. General All electric facilities on the load side of the transmission metering point shall belong to the Customer. The City will not operate or maintain those facilities. The Electric Utility will have final approval of the location of the metering and protection interface point. Low side(or secondary) metering of the Developer/Customer's substation may be allowed where agreed to in writing by the Electric Utility. Loss compensation of the Customer's substallon transformer/lines will be required as determined by the Electric Utility. For low side metering, point of ownership (effective metering point)will be at an Electric Utility agreed-to location on the high voltage side of the Developer/Customer's substation equipment. b. By Developer/Customer as specified and/or approved by the Electric Utility: 1) Furnish and install all protection equipment on the load side of the transmission metering point. All such equipment shall be approved by the Electric Utility. 2) Furnish, install and maintain all equipment on the load side of the transmission metering point. 3) Furnish and install metering facilities as spec�ed by the Electric Utility. For metering at transmission service this will include the structures required to install metering current transformers (CT) and potential transformers(P'I'). In addition,the Customer shall furnish, install, and own any required conduit, meter test facilities, CT and PT wiring to the meter test facilities,meter house/enclosure, and other spec�ed facilities required for a complete metering installation. Install CT's and PT's. No other circuits or equipment shall be connected to the metering transformers. Meters shall be located in a cubicle or building provided by the Developer/Customer and accessibte without entry into the fenced Customer-owned substation. 4) Provide all easements required at no cost to the City. Developer/Customer Protective Equipment In the event of an electrical fault on the Customer's system, The City reserves the right to disconnect the G�stome�'s system until such time as the Customer can demonstrate to the satisfaction of the Electric Utility the fault has been corrected or electrically isolated. The Customer shall provide protective equipment at the Point of Service or meter location as appropriate. It shall be the Customer's responsibility to furnish, install; inspect and keep in good and safe condition at his own risk and expense, all appropriate protective devices of any kind or character which may be required to properly protect the Customer's facilities. The Electric Utility shall not be responsible for any loss or damage occasioned or caused by the negligence or wrongful act of the Customer or of any of his agents, employees or licensees in omitting, installing, maintaining, using, operating or interfering with any such protective devices. It shall be the Customer's responsibility to select and install such protective devices as may be necessary to coord'mate properly with the Electric Utilit�s protective devices to avoid exposing other customers to unnecessary service interruptions. This equipment, including fuses, breakers,reclosers, relays and the associated settings, shall be approved by the Electric Utility. 7. Relocation of Electrical Facilities The Developer/Customer is to note that the City of Redding Electric Utility will require reimbursement for all the costs associated with the relocation of its electrical facilities necessitated by the construction of the improvements required by the Developer/Customer's project. The Developer/Customer should note other public/municipal utilities may also require reimbursement. 8. Requirement to Accent City Electric Service It is the poGcy of the City of Redding to be the sole provider of electric service to electric utility customers within the corporate limits. City electric service will be made available when electric facilities can be purchased or otherwise provided to the owners in accordance with adopted policies, standards, and charges of the City of Redding and based on a logical extension of the City's electric distribution system. 9. Acceptance of Developer/Customer Installed Electrical Facilities Developer/Customer installed Electric Supply Facilities (except the conduit from the , Service Entrance Panel to a point two feet beyond the building) will become the property of the City upon successful energization of the Electric Supply Facilities. The Developer/Customer shall be responsible for replacing all damaged, defective, or stolen Developer/Customer installed Electric Supply Facilities prior to successful energization or acceptance of the Developer/Customer's project. BRR�DOC\203.97:cr • � � • responsible to repair or replace any defects in materials and workmanship of Developer/Customer installed Electric Supply Facilities discovered within one year from the date of successful energizallon or acceptance of the Developer/Customer's project. All Developer/Customer furnished Electric Supply Facilities shall be new and unused. 10. Release of Electric Utility Work Orders for Construction The Elech-ic Utility will normally not order non-stock materials or release/schedule a work order for construction of City installed Electric Supply Facilities until all Developer/Customer payments for Electric Utility billable work have been received and easement requirements have been satisfied. Section C: Rec�uirements for Specific Ty�es of Installations The following specific requirements are modifications to the General Requirements set out in Section B. These modifications only apply to the specific type of service as listed. 1. Individual Commercial Unit For commercial services, submit panel drawings and load calculations to the Electric Utility for approval if service exceeds 200 amps. 2. Individual Residential Unit Service Laterals for residential seivices shall normally be limited to not more than 100 feet from the Point of Service to maintain adequate Customer voltage. If the Service Lateral exceeds 100 feet and adequate Customer voltage cannot be maintained, then the Customer shall furnish and'mstall a meter pedestal at a mutually agreeable point within 100 feet of the point of service. The Customer shall own all facilities on the load side of the meter. 3. Commercial Develo�ment For commercial services, submit panel drawings and load calculations to the Electric Utility for approval if service exceeds 200 amps. 4. Residential Development No changes to Section B, General Requirements. 5. Mobile Home Development Metering pedestals, if used, shall be approved by the Electric Utility prior to installation. 6. Street Lighting 1) Public streets All street lights installed along streets to be dedicated as public streets and existing public streets shall be installed per the General Requirements. 2) Private property(private streets and private facility lighting) All lights installed on private property shall be furnished and installed by the Developer. The Developer or others shall be responsible for maintenance of these lights. Electric usage may be either metered or directly connected to the Cit}rs secondary system, subject to approval of the Electric Utility, and billed through the flat rate. The Electric Utility will not maintain lighting installed on private property(except by special agreement). 7. Overhead to Underground Conversion This policy applies to existing overhead electric distribution areas which are converted to underground electric distribution by formation of an Underground District as a result of City Council action or through formation of a local assessment district. If the formation of the underground district to convert existing overhead electric facilities to underground electric facilities results from City action, the City will assume responsibility for the"Developer's" portion ofB.3.a (except for Service Lateral and Service Entrance Panel). If the formation of the Underground District results from the formation of an "Underground Assessment District"by the area property owners,the "Assessment District" shall be responsible for the total cost of undergrounding the electric facilities. The "Developer's" portion of B.3.a (except Service Lateral and Service Entrance Panel)will be fumished and installed by the City at the e�ense ofthe Assessment District. The Assessment District shall also reimburse the City for the cost of items in Subsection B.3.b. In either case,the individual Customers within the district will be responsible to design, furnish and 'mstall the Service Lateral conduit and conductor and the Service Entrance Panel conversion to underground. The City will provide the undergrou.nd electric facility design and administer the construction contract. Section D: Material Charges 1. Implementation of Material Charges a. The Electric Utility will determine if Developer/Customer material charges of Section D are applicable based on the following criteria: 1) All projects with approved building permits issued by the City prior to the "effective date" (Note 1) or with improvement plans approved by the City prior to the "effective date" (Note 1) will be exempt from the material charges of this section. 2) All projects with approved building permits issued by the City on or after the "effective date" (Note 1) will be subject to the material charges of this section unless Item 4 or 5 below appGes. 3) All Improvement Plans approved by the City on or after the "effective date" (Note 1) will be subject to the material charges of this section unless Item 4 or 5 below applies. 4) All outstanding Electric Utility service commitment letters issued will remain in effect for the duration of the letter commitment period (typically siz months from the service commitment letter date). Installation of Developer/Customer installed facilities must be substantially started by the end of the commitment period (as determined by the Electric Utility) otherwise a new commitment letter in accordance with the currently applicable fee/charge structure will be required. 5) Service to individual residential lots in a subdivision will be provided in accordance with Electric Service Policy ResoluNon 8�42 where the Primary Voltage Equipment and Secondary System has been installed(onlv a service splice connection and meter set required by the Electric Utility) and an. approved service plan for the subdivision is on file at the Electric Utility. Otherwise, the Developer/Customer requesting service to individual residential lots will be required to pay all the currently applicable fees/charges for service. _. _. . . _. ... ., .... . _ ... On or after the "effective date" (Note 1)the Developer/Customer shall pay the City the cost of transformers, 12,OOOV primary cable and associated materials furnished/installed by the Electric Utility and required to serve the Developer/Customer's projec� This material cost will include all transformers, primary cables and associated materials required within 150 feet of the Developer/Customer's project boundary but excludes Ezpress Feeder materials (primary cable larger than 4/0 AWG, Vaults, 6-inch conduit, etc.), secondary connectors and meters. b. Transformers serving more than one customer. 1) For coincident development, each Developer/Customer will be charged on a pro rata basis for his share of the total transformer capacity installed. 2) For non-coincident development, the transformer initially installed would be sized to serve only the t"�rst Developer/Customer. The first Developer/Customer pays the total material cost of the needed initial transformer capacity. Future Developer/Customers would pay the incremental material cost for replacing the transformer initially installed with the required larger transformer unit. c. Since the Developer/Customer will pay for primary cable,the excess footage charge discussed in Section B3 will no longer be applied. d. Material charges billed the Developer/Customer by the City will be based on average Electric Utility inventory prices. Average inventory material prices will be increased to account for warehouse/material procurement overheads (stores ezpense). 3. Billing Procedures a. Bills issued to the Developer/Customer for fees/charges will normally be vaGd for 12 months. At t6e end of 12 months if Developer/Customer installed Electric Supply FaciliNes are not substantially complete, the bill will be re-estimated if the Electric Utility determines the price increase is significan� 4. Sunset of Section D a. Section D and the applicable material charges will sunset(or egpire) when either of the following occur (unless extended by Council action): 1. One year after the interim electric rate surcharge adopted by City Council on April 1, 1997 egpires. When the total funds collected from Developer/Customers for transformers, 12,000 V primary cable, and associated materials reaches 54,320,000. A separate account will be estabGshed to track these Developer/Customer material charges. NOTES: 1.
