HomeMy WebLinkAboutReso 97-185 - Approving a Boundary Expansion for the Shasta Metro Enterprise Zone ' • � RESOL UTION NO. 9 7- /d'S A RESOL UTION OF THE CITY CO UNCIL OF THE CITY OF REDDING APPROVING A BOUNDARY EXPANSION FOR THE SHASTA METRO ENTERPRISE ZONE. WHEREAS: A. On August 21, 1990, by Resolution 90-421, the City Council approved entering into a Memorandum of Understanding (MOU) between the County of Shasta, the Cities of Redding and Anderson, and the Economic Development Corporation of Shasta County (EDC) for the purpose of: (1) Assuring their mutual and common understanding of the intent of each party to use their best efforts, subject to the continued availability of fmancing, to continue and complete long-term programs and projects to attract private sector investment to the area proposed for enterprise zone designation; and (2) Agreeing to submit a joint application to the California Department of Commerce for an enterprise zone designation pursuant to California Government Code Section 7073 and Administrative Code Sections 5601 through 5636. B. On November 6, 1991, fmal designation of the Shasta Metro Enterprise Zone (SME ZONE) was awarded by the Department of Commerce. C. On June 2, 1992, by Resolution 92-247, the City Council approved entering into a first Amendment to MOU to expand the objectives of the parties, set forth a cost-sharing formula between the participating agencies, and establish an Enterprise Zone Policy Board (Board) to review boundary expansion proposals. D. On Apri16, 1993, by Resolution 93-96, the City Council approved the expansion of the boundaries of the SME ZONE to include 13 areas comprising 1.1 square miles located y�.� within the jurisdictions of the County of Shasta and the City of Redding. v �E. On October 5, 1993, by Resolution 93-356, the City Counc�l approved the expansion of \ the boundaries of the SME ZONE to include 72 acres located within the jurisdiction of �.` the City of Redding. On October 4, 1994, by Resolution 94-292, the City Council approved entering into a Second Amendment to MOU to add the City of Shasta Lake as a participating agency and a member of the Board. G. The Board curreritly consists of one representative from each of the County of Shasta, the Cities of Anderson, Redding, and Shasta Lake, the Private Industry Council, and the Economic Development Corporation of Shasta County, and a seventh member elected at- large by the other six members. The Board reviews and monitors the progress and activities of the SME ZONE, and makes such recommendations thereon as it deems appropriate to the applicants. H. Enterprise Zone Program Regulations Section 5618 states that enterprise zones may be expanded by up to 15 percent during the life of the zone; and Section 5618 (b.l) requires each jurisdiction to adopt a resolution when agreeing to the expansion of the enterprise zone area. WHEREAS, on September 11, 1997, the Board reviewed and approved a request to include additional industrial territory within the SME ZONE, comprising 108 acres located within the jurisdiction of the City of Redding; and WHEREAS, the County of Shasta and the Cities of Anderson, Redding and Shasta Lake have agreed to the expansion of the boundaries of the SME ZONE, as recommended by the Board, to include the 108 acres located within the jurisdiction of the City of Redding; and WHEREAS, a notice inviting public comment on the draft negative declaration was published in the Redding Record Searchlight on September 26, 1997, and no comments were received during the 21-day review period; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Redding that: 1. The City Council has reviewed and approved the negative declaration for the expansion of the Shasta Metro Enterprise Zone to include the 108 acres located within the jurisdiction of the City of Redding, and fmds that said expansion will have no substantial impact upon the environment and that an environmental impact report is not necessary. 2. The Ciry Council agrees to the expansion of the boundaries of the Shasta Metro Enterprise Zone, as recommended by the Enterprise Zone Policy Board, to include the 108-acre area depicted in E�chibit A attached hereto and incorporated herein by reference. The expansion will not exceed the 15 percent expansion limit during the life of the Shasta Metro Enterprise Zone.
