RESOLUTION NO. 97-�� A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING ADOPTING REGULATIONS FOR CANDIDATES FOR ELECTIVE OFFICE IN THE GENERAL MUNICIPAL ELECTION TO BE HELD IN REDDING ON TUESDAY, APRIL 14, 1998; PERTAIlvING TO MATERIALS SUBMITTED TO THE ELECTORATE AND THE COSTS THEREOF. BE IT RESOLVED that the City Council of the City of Redding, in compliance with Section 13307 of the Elections Code of California, hereby sets forth the following regulations applicable to a candidate's statement of qualifications, to be followed whether the election is held by the City of Redding itself or by the County of Shasta for and on behalf of the City: Section 1. Each candidate for elective office in the City of Redding may prepare a candidate's statement on an appropriate form provided by the City Clerk. The statement may include the name, age and occupation of the candidate and a brief description, of no more than 200 words, of the candidate's education and qualifications as expressed by the candidate himself or herself. The statement shall not include the party affiliation of the candidate, nor membership or activity in partisan political organizations. Such statement shall be filed in the office of the City Clerk when the nomination papers are returned for filing. Section 2. The City Clerk shall send to each voter a Sample Ballot/Voter Information Pamphlet which contains the statement of each candidate pursuant to Elections Code Section 13307. No other materials prepared by the candidates shall be included in the Clerk's mailing of the Sample Ballot/Voter Information Pamphlet. � � Section 3. The City Clerk sha11 estimate the total cost of printing, handling, � � translating and mailing the Sample Ballot/Voter Information Pamphlets, including costs �� incurred as a result of complying with the federal Voting Rights Act of 1965, as '`� amended; and require each candidate filing a statement to pay in advance to the City � Clerk his or her estimated pro rata share of the estimated total cost at the time of filing, \ �...f:�"...I C::3 _.,�....:i:::�C::' "{' �. ...� . .'..� _ .: . � ...� •... •...� ' ; ,' ' ' 1• i ,., � • � � as a condition of having his or her statement included in the Sample Ballot/Voter Information Pamphlet. A. In the event of underpayment, the City Clerk shall prorate the underpayment amongst the candidates, and require each candidate to pay his or her share of the balance of the costs incurred to the City Clerk within thirty (30) days of the election; and B. In the event of overpayment, the City Clerk shall prorate and refund the excess amount paid amongst the candidates within thirty (30) days of the election.
