A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
REDDING AUTHORIZING THE FILING OF A FEDERAL
G R A N T P R E A P P L I C A T 1 O N F O R
ENTITLEMENT/D[SCRETIONARY AIRPORT
IMPROVEMENT PROGRAM (AIP) GRANT MONIES TO
ACCOMPLISH CAPITAL PROJECTS AT REDDING
MUNIC[PAL AIRPORT, AND AUTHORIZING THE CITY
MANAGER TO EXECUTE THE PREAPPLICATION AND
ALL SUBSEQUENT DOCUMENTATION TO OBTAIN FAA
GRANT MONIES.
WHEREAS, the FAA District Office has advised the City that a Preapplication for all
unencumbered AIP Entitlement Funds and potential Discretionary Funds be submitted as soon as
possible; and
WHEREAS, there is an existing capital project program for Redding Municipal Airport
including preliminary design and engineering, planning and construction projects as outlined in
Exhibit "A" a true copy of which is attached hereto and incorporated herein; and
WHEREAS, the total cost of said project program is estimated at $944,444.00, of which
90% is eligible for the aforementioned AIP Entitlement Funds and poitential Discretionary Funds,
and approximately 10% of which will be funded utilizing the existing Passenger Facility Charge
(PFC) Program; and
WHEREAS, the Airports Manager has recommended that the City apply for a U.S.
Department of Transportation, Federal Aviation Administration AIP grant in the amount of
$850,000.00 to accomplish the project program as outlined in Exhibit "A," and to utilize the PFC
Program for matching funds; and
WHEREAS, it is in the best interests of the City of Redding that said Federal AIP grant be
acquired; and ,``'

WHEREAS, it is imperative that said Preapplication be filed as soon as possible;
NOW, THEREFORE, BE IT RESOLVED that for the project program as outlined in
Exhibit "A" attached hereto, the City Council of the City of Redding hereby:
1. Authorizes the filing of aPreapplication for an FAA grant in the amount of$850,000.00;
2. Authorizes the City Manager, on behalf of the City of Redding, to execute said FAA
Preapplication form and all subsequent FAA applications and documents,including the Acceptances
of Grant/Offer,to obtain the necessary FAA funding to complete the Project as identified in Exhibit
"A"; and
3. Authorizes the City Clerk to attest the signature of the City Manager and to impress the
official seal of the City of Redding on the aforesaid documentation, when appropriate.
I HEREBY CERTIFY that the foregoing resolution was introduced, and read at a regular
meeting of the City Council of the City of Redding on the 7th day of April, 1998, and was duly
adopted at said meeting by the following vote:

Program Narrative Statement
Project: Purchase New ARFF Vehicle
1. Obiectives and Need
FAA Part 139 outlines the necessary equipment required for Index A airports. Redding
Municipal Airport currently meets this index level by utilizing two vehicles. One of our ARFF
vehicles is a 1975 Oshkosh 1500. It was refurbished utilizing the City's entitlement dollars in 1991.
Unfortunately,that apparatus continues to be very maintenance intensive. Moreover,several months
a��o the vehicle suffered a fatal transmission failure. A decision was made not to invest more mo�ley
into a vehicle that has exceeded its useful life.
During the interim, tlle City of San Jose has loaned us a 1974 Oshkosh 1�00 iu�til �ve
purchase �i new vehicle.
�. Results and I3enetits
Purchase oti a new ARrF vehicle will permit the City i�f Redding to comply with FAA FAR
1;9 rr�ulations. The City will enjoy a reliable vehicle and can respond to incidents with a sin��le
nRf�I� vellicle.

Project: Runway, Taxiway and Apron Improvements
l. Obiectives and Need
Runway 12/30. Taxiway "A". Taxiway "D1", Taxiway "D2", portions of Taxiway "D".
permanent tie-down apron,transient tie-down apron,taxilanes between aircraft storage hangars and
miscellaneous vehicle access roads are in need of slurry and crack sealing. This process will extend
tlle us�ful lite of these primary surfaces for more than five years.
?. Results and E�e;netits
�l�hc aforementioned runwav, taxiways, aprons and access roads are an integral part of the
EZeddin�,: M�ulicipal Airport. Their eYistence and associated maintenance is important to the safe
operation c�f�the airport. The improvei�lents will also extend the useful life ofthese surfaces for more
than iive vcarti.

and airlines have been advised of the proposed projects by letter.

The undersigned certifies, to the best of his knowledge and belief that:
l. No Federal appropriated funds have been paid or will be paid, by or on behalf of the
undersigned,to any person for influencing or attempting to intluence an officer or employee
of any agency, a Member of Congress, an officer or employee of Congress, or an employee
of a Member of Congress in connection with the awardin� of any Federal contract. the
