WHEREAS, the City Council is charged with the responsibility of establishing municipal policies to guide the various functions of the City and, where necessary, to establish procedures by which functions are performed; and WHEREAS, the City Council wishes to clarify when and how the Solid Waste Utility will donate solid waste services for community events or activities; such costs include labor, delivery and collection of containers, tipping fees, fuel, and other operating costs; THEREFORE, IT IS RESOLVED that the City Council adopts Council Policy No. 214 entitled Provision of Solid Waste Services for Community Events, a copy of which is attached and made a part hereof, to be incorporated in the Council Policy Manual. FOR COMMUNITY EVENTS BACI<GROUND Each year in Redding. there are a number of commlinity events that provide entertainment for the co�n�munity, benerate tourism, provide encourage comi11�u1ity involvement. These activities are sponsored pri►narily by volunteers. Eacl� year, the Solid Waste Utility is requested to provide ti-ee garbabe service for some events. It� the utility provides free service. all customers assume the cost. PURPOSE The purpose of the policy is to clarify when and ho�v the Solid Waste Utility will donate solid waste services for commLinity events or activities. Costs include labor, delivery of containecs, eollection of containers, tippin;� fees, fiiel, and other operating costs. POLICY It is the policy o�f the City that the Solid Waste Utility may provide solid waste services for certain community events as described in the following section. PROCEDURES The Solid Waste Mana�er or desi�nee may authorize provision of solid waste services for community events � or activities subject to the following criteria: • The provision of solid waste services has the potential to reduce cleanup costs to the City. • The event is open to all members of the community. • The event is sponsored by a non protit group located in Redding. • The event isnot inteneted for political, religious, or commercial purposes. • The event or activity is held within the City of Redding. • Proceeds from the event or activitv are used to benetit the community. • The non protit sponsors use vo(unteers to operate and mailage the event. • The need for such service is clearly sepacate from noi•mal service provided to any business oi� avency, where the event or activity is being l�eid. a � � - CITY OF REDDING,CALIFORNIA � COUNCIL POLICY SUBJECT RESOLUTION POLICY EFFECTIVE PAGE NUMBER NUMBER DATE PROV[SION OF SOLID WASTE SERVICES FOR COMMUNITY EVENTS �g-_ 21d _/_/98 3 of2 • The solid waste services �ranted will not create any abnormal material handling costs for the utiliry, includin� hazarclous or toxic wastes, materials, or substances. • The minimum pai-ticipation for any event or activity s11a11 be 500 people, and tlle event or activity does not occur more than once a year. MAXIMUM DONATION The ma�imum donation for the utility for any event or activity shall be of a 30-yard drop-box. If service costs exceed this, it sha(1 be the obligation of the event or activity sponsor to pay the additional amount. For events that the City has selected to fuud out of its Community Event Fund, the Community Event Fund shall � be char�ed for the solid waste service once the maximum donation has been reached. NUMBER OF DAYS OF SERVICE The nlaxim�un days of service foc any sin�le event or activity shall be three days. After three d�ys or when the maximum donation is reached, regular Solid Waste Utility rates shall be charged. SPECIAL EVENT CONTAINERS/RECOGNITION The Solid Waste Utility shall develop a special container(s) for this purpose that ret7ect the City is donating the contaii�er for the event. Also, the utility may provide containers for recycling materials without charde if the materials can placed therein can be recycled. REQUESTS FOR SERVICE Requests for donated solid waste service shall be s�ibmitted to the Solid Waste Manager or designee at least ten days prior to the event. APPLICATION FORM _ The Solid Waste Manager wi(1 ci•eate an application form for donated solid waste service to determine if an event, activity, or organization qualifies for donated service as provided by this policy. ANNUAL BUDGET In its annual budget, tl�e Solid Waste Utility will establish a fund to provide this con�muility service. These flinds shall be available on a tirst come, tirst served basis.
