HomeMy WebLinkAboutReso 98-091 - Auth the Bypass of the Formal Bidding Process & the Purchase of Permit Tracking Computer Software for the Developement Serv Dept . � � Y.> .��� RESOLUTION NO. 98-� A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING AUTHORIZING THE BYPASS OF THE FORMAL BIDDING PROCESS AND THE PURCHASE OF PERMIT TRACKING COMPUTER SOFTWARE FOR THE DEVELOPMENT SERVICES DEPARTMENT. WHEREAS, the City Council of the City of Redding has determined that a true and very real need exists for the purchase of permit tracking computer software for the Development Services Department; and W�-IEREAS, staff has identified only two firms that have a planning module that meets the City's criteria; and WHEREAS, the two software vendors have similar capabilities and pricing structure, and it is necessary to meet with them to review the City's database, explore the most efficient approach for connecting to that data, and ascertain what can be accomplished within the City's limited budget; and WHEREAS, at the request of the City Manager, and upon approval thereof by the City Council, Redding Municipal Code Section 4.20.120 H.S. provides that the City Council may by resolution authorize the execution of a contract for supplies, services or equipment without any previous publication or posting of notice inviting bids or proposals when the Council finds that the goods or services proposed to be procured do not constitute a public works project; NOW, �HEREFORE, THE CITY COUNCIL FINDS, DECLARES AND RESOLVES TI�AT: 1. The foregoing recitals are true and correct. 2. The procurement of permit tracking computer software for the Development Services Department does not constitute a public works project. 3. Pursuant to Redding Municipal Code Section 4.20.120 H.S., the formal contract procedures be dispensed with. 4. Staff is directed to meet with Sierra Computer Systems, Inc. and Tidemark Computer Systems, Inc. to review the City's database, explore the most efficient approach for connecting to that data, and ascertain what can be \i,� accomplished within the City's limited budget. � � \� � - .. _ � . 5. If negotiations are satisfactorily completed with either vendor, the City Manager is authorized to execute the necessary contract documentation on behalf of the City of Redding; and the City Clerk is directed to attest his signature and affix the seal of the City.
