RESOLUTION NO. 9s- 85
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF REDDING ADOPTING COUNCIL POLICY NO.
1409—USE OF LITTER ABATEMENT FUNDS.
WHEREAS, the City Council is charged with the responsibility of establishing municipal
policies to guide the various functions of the City and, where necessary, to establish procedures by
which functions are performed; and
WHEREAS, the City Council wishes to clarify the use of litter abatement funds within the
Solid Waste Utility budget, which funds are derived from customer rates, with every customer
contributing approximately $1.18 per year to the program;
�HEREFORE, IT IS RESOLVED that the City Council adopts Council Policy No. 1409
entitled Use of Litter Abatement Funds, a copy of which is attached and made a part hereof, to be
incorporated in the Council Policy Manual.

BACKGROUND
Each year, t}1e Solid Waste Utilitv budgets fiinds �for litter abatement in the City. The goal is to support the
efforts of volunteers, tlle City, and other abencies to keep Redding clean, attractive, and healthy. Over the
years, these tunds have been used foc the fiollo�ving:
Roadside cleatlup.
Neighborhood cleanup.
Cleanup of unhealthy debris in buildings.
Annual Spring Clean-a-thon.
Stiipporting volunteers' cleanup efforts.
City property cleanup. , �

Funding for litter abatement comes from service cliarges to all customers of the utility.
To accomplish as much as it can with the available fi�nds, the Solid Waste Utility tries to limit use of the
funds to activities involving volunteers, correction of health and safety problems that affect City residents,
aild activities that create nei�hbor]Zood pride. The utility restricts funds from being used in lieu of property
owners' obli�ations to provide rotrtine maintenance, City departments Lise when budbeted fiinds are available
for this ptirpose, or normal trash and rubbis�h collection fiinctions foc City departn�ents or other a�encies. In
sllo►•t, the Solid �Vaste Utility tries to avoid an indirect char�e to its customers fi•om other e�itities.
PURPOSE
Keepin<� Reddin� clean requires a continuous and sustained effort on the part of the community. To that end,
tlie City Councilyhas created a Litter Abatement Fund within the utility. The purpose of the fiund is to
support:
• Civic pcide throu��h neighborhood, roadside. riverside, and community cleanup.
• Removal of unhealthy materials affecting private property where intervention is required.
It is not the purpose of the Litter Abatement Fund to supplement the operation of other City deparm7ents, to
pay for other than trash or litter cleanup, nor shall the fund be used to remove trash that cannot be buried in �
the l�ndfill, that can be recycled, nor for community events or activities whose purpose is not litter abatement.
POLICY
The Litter Abatement Eund shall be used to cover the costs of labor, containers, litter bags, overtime,
transport, and burial of litter or trash associated with the following within the City:

• VolLinteer cleanup ePtorts alon�� Gity streets. on City property. in the Citv's neighbochoods, and aloi��r the
Sacrament�o River or on public. open space.
• Debris i•emoval from public property, which is tl�e opinic�n o�f pubLic safety or tlle Shasta County Health
Department, represents a community health problem.
• Except for fwlds set aside for•the annual Spring Clean-a-thon, tlle f�inds shall be used on a tu•st come. tirsC �
served basis. Once e�pencied, any �roup, City department, or other agency must pa_y for disposal of
collected litter. �
PROCEDURC
Each vear, the Solid Waste Utility shall include fiinds in its budbet for litter abatement in the community.
ReQuests to support collection, provide containers, transport, and bury litter sha(1 be submitted to the Solid Waste
Manager or his/her desi��nee.
If determined to be eligible, the Solid Waste Utility shall provide the service on a first come, first served basis.
The cost of this service shall be char�ed to the Litter Abatement Fund.
Each year, the Solid Waste Utility shall reserve a portion of the Litter Abatement Fund necessary for tlie utility
to conduct the annual Spring Clean-a-thon in.Redding.
Whei1 the fiind has been used to pay to clean up private property for public healtll and safety reasons. the City
shall seek to recover the litter abatement costs through any abatement, property lien, or other billin`� process.
Where neighborhoods are tar`�eted for special cleanup campaigns throu�h `�cants, it shall be the responsibilitv of
the lead department to bud`�et fimds to pay for litter disposal costs as part of its ;rant application if this is an
essential component of the grant application. Any recovered costs shall be credited to the Solid Waste Utility.
