WHEREAS, the City Council is charged with the responsibility of establishing municipal policies to guide the various functions of the City and, where necessary, to establish procedures by which functions are performed; and WHEREAS, the City Council wishes to define the parameters and procedures for the implementation of a low-interest loan program for business customers; THEREFORE, IT IS RESOLVED that the City Council adopts Council Policy No. 1410 entitled Low-Interest, Energy-Efficient Loans for Business Customers, a copy of which is attached and made a part hereof, to be incorporated in the Council Policy Manual. Public Benefits programs were mandated by AB 1890 (Electric Utility Restructuring Legislation)and signed into law by the governor of California in September of 1996. The mandated expenditures under the program are a fixed percent of a utility's revenues. For municipal utilities like the City of Redding, the charge is calculated by taking 2.85 percent of the current year's revenues from 1998-2000 and 2.7 percent in 2001. The percentage equates to approximately$1,700,000 annually for Redding's Public Benefit Program. Consumer-owned utilities like Redding can decide, within broad defined categories, how these funds should be spent for the benefit of the local community. At the June meeting, the City Council decided that low-interest, energy-efficient loans for business customers are a justifiable and appropriate use of these Public Benefit monies. The City Council felt that businesses may be interested in realizing energy- efficiency savings but may be reluctant to commit their own funds for such improvements. The low- interest loan program is designed to mitigate this reluctance. Businesses that are energy efficient have the advantage of higher productivity, lower costs, and aze also good showcases for energy-e�ciency technology. Must be a commercial business and City of Redding customer. 2. Loans are intended solely for energy-efficient equipment and retrofits. 3. Projects funded will fall within one of the following categories: 1. Lighting 2. Heating, Ventilation, and Air Conditioning (HVAC) 3. Industrial processes ' 4. Non-electro mechanical products that increase building energy efficiency(solar screens, awnings, insulation, etc.) Projects are expected to push the envelope of energy efficiency (exceed minimum mandated energy-efficiency standards). 4. The Electric Department shall establish and keep current a list of minimum technical specifications for lighting and HVAC that a proposed project will be required to meet for energy-efficiency upgrades. Applications for industrial processes loans will be assessed on an individual case-by-case basis. 5. Loans are intended for new installations or projects. Projects will require a pre-and post-inspection from City of Redding Electric Department staff. 7. The loan amount will apply only to equipment purchases and contract labor. Internal labor is not eligible for interest rate subsidization. 8. If proj ects require a contractor,every effort should be made to utilize a Shasta County contractor. 9. To be eligible,a customer is required to have a good credit history as reported by standazd credit reporting agencies and procedures. 10. Loans will be processed and provided by financial institution(s)in partnership with the City. The institution will actually make the loan. The City is a passive participant in the loan and assumes no liability for repayment of the loan. 11. The City of Redding will subsidize interest rate payments to the financial institution(s) for the purpose of this low-interest loan program. 12. The maximum amount of interest subsidized for any one customer will be $10,000. 13. The maximum loan period is ten yeazs. 14. A citizens'committee made up of Electric Department staff and business representatives selected by Council will review applications and prioritize projects to receive the low-interest loans. 15. All projects require a manifest receipt for disposal of PCB ballasts. Application Guidelines If incandescent is the present light source, the fluorescent replacement shall have a Color Rendering Index (CRI) appropriate to the function of the space as defined in the supporting CRI direction sheets (Appendix A). Projects involving over *** lamps require a bill of lading for the disposal of lamps. IV LENSES/DIFFUSERS Technical Specifications All lenses must: 1. Meet applicable building fire and safety codes. Include a 20-year warranty against discoloring. 5. Have a minimum thickness of.125 (for lenses over fixtures which aze installed in recessed troffers). A�plication Guidelines 1. Customer must receive written maintenance procedures to assure proper care, handling and cleaning of lenses. 2. Installation must include permanent removal of all disconnected ballasts, lamps and lamp holders. 3. Lens pattern must fit users application. V REFLECTORS Technical Specifications 1. Entire retrofitted fixture must meet Underwriters Laboratories, Inc. (UL) or other nationally-recognized testing laboratory specifications. 2. Silver Film products must have a minimum 93% total reflectivity. Product literature documenting reflectivity must be submitted with each proposal. 3. Aluminum products must have a minimum 85% total reflectivity. Product literature documenting reflectivity must be submitted with each proposal. 4. White powder-coated or Polyester-coated products must have a minimum 90% total reflectivity. Product literature documenting reflectivity must be submitted with each proposaL AQnlication Guidelines 1. Warranty must assure reflectors will not blister, chip, flake, peel, yellow, crack, or develop any significant surface deterioration that reduces reflectance. The warranty must include the total cost of the film/substrate, finished reflector fabrication, transportation and installation. 2. Customer must receive a written maintenance procedures to assure proper care and cleaning of reflectors. 3. Reflector must be formed to accommodate the right number of lamps and applications. 4. The retrofit must include new raceways and lamp holders to center lamps in the right position to obtain maximum reflectivity. 5. The UL label must also be attached to the lighting fixture upon completion of the reflector.installation. VI HIGH-INTENSITY DISCHARGE (HID) LAMPS AND BALLASTS (includes metal halide, high pressure sodium (HPS), low pressure sodium (LPS) Technical Specifications 1. All lamps and ballasts - ANSI-listed. 2. All lamps and ballasts -UL-listed. 3. HID magnetic ballasts - minimum power factor of 80% for lamp wattages less than 70 watts, minimum power factor of 90% for higher wattages. 4. Electronic ballasts not to exceed 20% THD level -minimum power factor of 80% for lamp wattages less than 70 watts, minimum power factor of 90% for higher wattages. 5. VII EXIT SIGNS 1. UL-listed 924 exit signs which use approved compact flourescent lamps are eligible. 2. LTL-listed 924 LED exit signs that comply with local and fire codes are eligible. 3. "String-type" incandescent lamps are not eligible.
