HomeMy WebLinkAboutReso 98-169 - Adopting a Fee Schedule for Recycling Scrap Metals and Appliances , �' � � RESOLUTION NO. 98-f� A RESOLUTION OF THE CITY COUNCII, OF THE CITY OF REDDING ADOPTING A FEE SCHEDULE FOR RECYCLING SCRAP METALS AND APPLIANCES. WHEREAS: A. Since 1989 the Solid Waste Utiliry has accepted scrap metals and appliances for recycling to comply with the State's mandate (Assembly Bill 939) to reduce the waste stream to the landfill. B. The overseas market for scrap metal has temporarily ceased due to economic woes in Asia. Subsequently, the glut of materials has lowered domestic market prices. C. The City will lose between $30 and $40 a ton after deducting trucking and handling costs, depending on whether the market drops in December. D. The Utility could continue to offer scrap metal recycling opportunities at no cost to the public and operate this program at a loss of roughly $16,500 per year, based on the assumption that the metals market will remain depressed. in a year, the City would collect about 550 tons of scrap metal. While this alternative would provide the greatest incentive for the public to recycle, and comply with State waste diversion mandates, these costs are not budgeted. E. lt is proposed that the City adopt a fee to cover the cost of handling, hauling and recycling scrap metals and appliances, based on the average size/weight of the items. F. Exhibit A is a fee schedule by type of appliance and scrap metal category. The proposed charges are listed under "Special Handling Fee." The other charges are already in existence. G. The Ciry Council has carefully considered this matter, and deems it to be in the best interests of the City that a special handling charge be implemented when conditions warrant to avoid having to increase collection rates. NOW, THEREFORE, IT IS HEREBY RESOLVED that the City Council hereby adopts the Special Handling Fees indicated on Exhibit A, to be implemented by the Solid Waste Director when the price received for scrap metals is less than the cost to handle and transport them to a buyer.
