RESOLUTION NO. 99-��
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
AUTHORIZING THE AMENDMENT OF THE 1999-2000 ACTION PLAN,
AUTHORIZING THE SUBMISSION OF A SECTION 108 LOAN APPLICATION
IN THE AMOUNT OF $600,000 FOR THE YUBA STREET STREETSCAPE
PROJECT, AND AUTHORIZING THE CITY MANAGER TO SIGN ALL
NECESSARY DOCUMENTS RELATIVE TO THE AMENDED ACTION PLAN
AND SECTION 108 LOAN APPLICATION AND AUTHORIZE THE
SUBMITTAL OF SAID DOCUMENTS TO THE U.S. DEPARTMENT OF
HOUSING AND URBAN DEVELOPMENT.
WHEREAS, the City Council of the City of Redding adopted Resolution No. 99-81 on
May 18, 1999, accepting the 1999-2000 Action Plan and authorizing its submittal to the U.S.
Department of Housing and Urban Development(HUD);
WHEREAS,beginning in fiscal year 1998-99,the City of Redding committed$1 million in
CDBG funds and another$500,000 in redevelopment tax increment monies over a five-year period
to the revitalization of Downtown Redding;
WHEREAS, one of the Downtown revitalization projects is the Yuba Street Streetscape
Project. The project is estimated to cost$1.1 million,of which$905,000 is expected to come from
CDBG funds and the remainder from redevelopment monies. Construction was originally planned
as a multi-phased project as funds became available;
WHEREAS,in order to minimize disruption to existing businesses and maximize proj ect cost
savings, it has been determined that it would be in the best interests of the City and the residents of
the City of Redding to construct the Yuba Street Streetscape Proj ect in a single phase as opposed to
multi phases;
WHEREAS, HUD offers a Section 108 Loan Program which allows communities to
accelerate Community Development Block Grant(CDBG)activities by borrowing funds to be repaid
by future CDBG entitlement allocations. The Section 108 Loan is to be utilized for eligible activities
as set forth in Title 24 of the Code of Federal Regulations, Part 570, Subpart M, Section 703;
WHEREAS,the City has determined that the 1999-2000 Action Plan should be amended to
include the submission of a Section 108 Loan Application in the amount of$600,000 to accelerate
funding for the Yuba Street Streetscape Project;
WHEREAS, following the required notices in accordance with law, the Community \
Development Advisory Committee and the City Council held separate public hearings on the �`�`�
proposed amendment of the 1999-2000 Action Plan; and �

WHEREAS,the Community Development Advisory Committee and the City Council have
considered all public comment received on the proposed amendment of the 1999-2000 Action Plan.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Redding as
follows:
1. The City Council does hereby approve the amendment of the 1999-2000 CDBG
Action Plan to include the submission of the Section 108 Program as an additional funding source
and identification of the Yuba Street Streetscape Project as part of the City's strategy for the
Consolidated Plan.
2. The City Council does hereby authorize the submission of a Section 108 Loan
Application in the amount of$600,000 for the Yuba Street Streetscape Project.
3. The City Council does hereby direct the City Manager to sign all necessary
documentation,including certifications,amendments,and agreements,associated with the amended
1999-2000 Action Plan and the Section 108 Loan Application and authorize the submittal of said
documents to the U.S. Department of Housing and Urban Development.
I HEREBY CERTIFY that the foregoing resolution was introduced and read at a Regular
Meeting of the City Council on the 16th day of November 1999 and was duly adopted at said
meeting by the following vote:
