HomeMy WebLinkAboutReso 99-136 - Auth the Lease/Purchase of two Schwarze St Sweeper units by the Storm Drain Utility, without competitive bidding . � RESOLUTION NO. 99-�,(r A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING AUTHORIZING THE LEASE/PURCHASE OF TWO SCHWARZE STREET SWEEPER UNITS BY THE STORM DRAIN UTILITY, NOT TO EXCEED $245,838.46, WITHOUT COMPETITIVE BIDDING. WHEREAS: A. The Fiscal Year 1999-2000/2000-2001 Budget provides for the lease/purchase of replacement street sweeper units for the Storm Drain Utility. B. An analysis of the units on the market indicates that the Schwarze Street Sweeper is the only known supplier of the particular configuration required by the Storm Drain Utility, including, but not limited to, the amount of useable debris storage (7 cubic yards v. 6 cubic yards); the water capacity for use in cleaning operations (440 gallons vs. 325 gallons); a rear hydraulic dump which limits employee exposure to unknown substances and/or back strain during unloading operations; and increased productivity due to the dump feature. C. The City's purchasing system authorizes the waiver of formal bidding procedures when there is only one available source which can supply the subject matter of the contract. NOW, �HEREFORE, THE CITY COUNCIL FINDS, DECLARES AND RESOLVES THAT: l. There is only one known supplier that can supply the necessary Schwarze Street Sweeper units with the particular configuration required by the Storm Drain Utility: Municipal Maintenance Equipment of Sacramento. 2. Pursuant to Redding Municipal Code Section 4.20.120(H)(2), the formal contract procedures be dispensed with. 3. The Mayor is authorized to enter into and execute the necessary contract documentation on behalf of the City of Redding with Municipal Maintenance Equipment of Sacramento, in an amount not to exceed $245,838.46, for the lease/purchase of two Schwarze Street Sweeper units for the Storm Drain Utility. Further, the City Clerk is directed to attest the Mayor's signature and affix the seal of the City.
