RESOLUTION NO. 99-� '
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
+ OF REDDING ADOPTING COUNCIL POLICY NO.
215-LAND USE PUBLIC HEARING PROCEDURES.
WHEREAS, the City Council is charged with the responsibility of establishing municipal
policies to guide the various functions of the City and, where necessary, to establish procedures by
which functions are performed; and
WHEREAS, the City Council wishes to establish procedures for the conduct of land use
public hearings;
THEREFORE, IT IS RESOLVED that the City Council adopts Council Policy No. 215
entitled Land Use Public Hearing Procedures, a copy of which is attached and made a part
hereof, to be incorporated in the Council Policy Manual.
I HEREBY CERTIFY that the foregoing resolution was introduced, read and adopted at a
regular meeting of the City Council on the 6 t h day of July , 1999, by the following vote:

HEARING PROCEDURES —
BACKGROUND
The Redding Municipal Code does not establish any protocol far the conduct of land use public hearings
nor define the expected sequence of speakers.
PURPOSE
It is determined to be in the interest of the public and the City Council that public hearings for land use
decisions that were initiated by an applicant be conducted according to an established procedure.
POLICY
Public hearing procedure shall be as follows:
► Staff presentation.
► Questions from hearing body to staff.
► Public hearing is opened.
► Presentation by the applicant or designated representative. Included in the applicant presentation '`
must be a definition of the proj ect and a description of the purpose or obj ective of the project. Any
other information deemed relevant by the applicant may also be presented.
► Questions from the hearing body to the applicant and the response to those questions.
► Comments from the public.
► If desired by the applicant, closing comments.
► Questions from the hearing body to staff to address any new facts or issues identified during the
public hearing.
