HomeMy WebLinkAboutReso 99-062 - Approving the use of Redevelopment Funds to assist with the Construction of the Turtle Bay Pedestrian Bridge, and making finds with respect thereto � ^ � � � RESOLUTION NO. 99-� A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING APPROVING THE USE OF REDEVELOPMENT FUNDS TO ASSIST WITH THE CONSTRUCTION OF THE TURTLE BAY PEDESTRIAN BRIDGE, AND MAHING FINDINGS WITH RESPECT THERETO. WHEREAS, the Redding Redevelopment Agency (Agency) adopted the Canby-Hilltop- Cypress Project Area Redevelopment Plan on July 20, 1981; and WHEREAS, the Redevelopment Plan as amended on November 6, 1990, provides for the planning, development, replanning, redesign, clearance, reconstruction or rehabilitation, or any combination of these, of property both inside and outside of the Project Area, necessary to carry out the Plan; and WHEREAS, the Association of Redding Museums, dba Turtle Bay Museums and Arboretum on the River(Turtle Bay), intends to enter into an Agreement with the City of Redding and the Agency to develop a pedestrian bridge across the Sacramento River; and WHEREAS, the site for the pedestrian bridge is located within the Project Area, and the construction of a pedestrian bridge meets the criteria for redevelopment; and WHEREAS, the Agency desires to contribute funds received from the sale of Agency- owned property within the Canby-Hilltop-Cypress Redevelopment Project Area to assist Turtle Bay in the development of the proposed bridge. NOW, THEREFORE, the City Council of the City of Redding FINDS, RESOLVES, and ORDERS as follows: l. The above recitals are true and correct. 2. In connection with the proposed use of redevelopment funds for the construction of a pedestrian bridge at Turtle Bay: a. The public improvements are of benefit to the Project Area; b. No other reasonable means of financing the public improvements are available to the community; and c. The payment of funds for the development of the public improvements will � assist in the elimination of blighting conditions with the Canby-Hilltop- � Cypress Project Area and is consistent with the Project Area's adopted � Implementation Plan. �� i � � � '� , � � z t 3. The City Council hereby approves the use of redevelopment funds from the Canby- Hilltop-Cypress Redevelopment Project Area to assist with the development of a pedestrian bridge across the Sacramento River at Turtle Bay.
