HomeMy WebLinkAboutReso 99-047 - Approve the Use of Tax Increment Funds from the Shastec Redevl project area to assist with the Developement of the Clover Creek Long Term Storm Drainage Det Facility � � '� t� � � ^,� t RESOLUTION NO.�'I��LI� A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING APPROVING THE USE OF TAX INCREMENT FUNDS FROM THE SHASTEC REDEVELOPMENT PROJECT AREA TO ASSIST WITH THE DEVELOPMENT OF THE CLOVER CREEK LONG-TERM STORM DRAINAGE DETENTION FACILITY, AND MAKING FINDINGS WITH RESPECT THERETO. WHEREAS, the Cities of Redding and Anderson and the County of Shasta jointly adopted the SHASTEC Redevelopment Project Area Redevelopment Plan on July 2, 1996, the redevelopment of same to be undertaken jointly by the Redevelopment Agencies of Anderson, Redding, and Shasta County (collectively referred to herein as SHASTEC); and WHEREAS, the SHASTEC Redevelopment Plan provides far the planning, development, replanning, redesign, clearance, reconstruction or rehabilitation, or any combination of these, of property both inside and outside of the Project Area, necessary to carry out the Plan; and WHEREAS,the SHASTEC Redevelopment Plan identifies flooding problems in the Clover Creek drainage basin as a Project Area blighting condition; and WHEREAS, SHASTEC is proposing to develop a long-term storm drainage detention facility at Clover Creek to aid in the elimination of the blighting condition; and WHEREAS, SHASTEC desires to utilize tax increment funds from the SHASTEC Redevelopment Project Area for the development of the proposed facility. NOW,THEREFORE,the City Council of the City of Redding FINDS,RESOLVES, and ORDERS as follows: 1. The above recitals are true and correct. 2. In connection with the proposed use of redevelopment funds to develop a long-term storm drainage detention facility at Clover Creek: a. The buildings, facilities, structures, and other improvements are of primary benefit to the Project Area; b. No other reasonable means of financing the improvements are available to the community; and c. The payment of funds for the development of a storm drainage detention �� facility will assist in the elimination of blight within the SHASTEC I Redevelopment Project Area and is consistent with the Project Area's � adopted Implementation Plan. � � � 4. � ` • � � t � � ^ 3. The use of redevelopment funds from the SHASTEC Redevelopment Project Area for the storm drainage detention project is hereby approved.
