RESOLUTION NO. 99-�
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
REDDING APPROVING THE USE OF TAX INCREMENT
FUNDS TO ASSIST WITH THE DEVELOPMENT OF THE
TURTLE BAY MUSEUMS AND ARBORETUM FACILITY,
AND MAKING FINDINGS WITH RESPECT THERETO.
WHEREAS, the Redding Redevelopment Agency (Agency) adopted the Canby-Hilltop-
Cypress Redevelopment Project Area Redevelopment Plan on July 20, 1981; and
WHEREAS, the Redevelopment Plan as amended on November 6, 1990, provides for the
planning, development, replanning, redesign, clearance, reconstruction or rehabilitation, or any
combination of these, of property both inside and outside of the Project Area, necessary to carry out
the Plan; and
WHEREAS, the Association of Redding Museums, dba Turtle Bay Museums and
Arboretum on the River (Turtle Bay), is proposing to develop a multi-disciplinary museum and
arboretum complex; and
WHEREAS, the site for the proposed Turtle Bay Museum and Arboretum complex is
located partially in and partially adjacent to the Project Area, and
WHEREAS,the Agency desires to contribute tax increment funds from the Canby-Hilltop-
Cypress Redevelopment Project Area to assist Turtle Bay in the development of the proposed
complex.
NOW,THEREFORE,the City Council of the City of Redding FINDS,RESOLVES, and
ORDERS as follows: �
L The above recitals are true and correct.
2. In connection with the proposed use of redevelopment funds to assist Turtle Bay
with the development of a proposed museum and arboretum complex on the
Sacramento River:
a. The buildings, facilities, structures, and other improvements are of primary
benefit to the Proj ect Area;
b. No other reasonable means of financing the improvements are available to
the community;
c. The payment of funds for the development of the proposed museum and
arboretum complex will assist in the elimination of blight within the Canby- �
Hilltop-Cypress Redevelopment Project Area and is consistent with the (
Project Area's adopted Implementation Plan; and �

d. The provision of funding for the proposed improvements by the Agency is
necessary to effectuate the purposes of the Redevelopment Plan for the
Canby-Hilltop-Cypress Redevelopment Project Area.
3. The City Council hereby approves the use of redevelopment funds from the Canby-
Hilltop-Cypress Redevelopment Project Area to assist Turtle Bay with the
development of a proposed museum and arboretum complex on the Sacramento
River.
I HEREBY CERTIFY that the foregoing resolution was introduced, read, and adopted at
a regular meeting of the City Council of the City of Redding on the 2nd day of March 1999,by the
following vote:
