A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
REDDING SETTING A SINGLE GOAL OF 10% FOR THE
CITY'S DISADVANTAGED BUSINESS ENTERPRISES
PROGRAM FOR FISCAL YEAR 1998/99.
WHEREAS, as a condition of receiving federal funds, local agencies are required to adopt a
program for the inclusion of those firms qualifying as a Disadvantaged Business Enterprise (DBE);
and
WHEREAS, federal regulations require that goals be established and actively pursued to
ensure that DBE firms are not excluded from the competitive bidding process; and
WHEREAS, DBE requirements are set forth in the "Surface Transportation and Uniform
Relocation Assistance Act of 1987," also referred to as the "Federal Aid Highway Act of 1987,"
requiring that an annual goal of not less than 10% be established for the participation of small
business concerns owned and controlled by socially and economically disadvantaged individuals;
NOW, THEREFORE, IT IS RESOLVED by the City Council that a single goal of 10%
for the City's Disadvantaged Business Enterprises Program be established for the period October l,
1998, through September 30, 1999, for the City's 1998/99 fiscal year.
I HEREBY CERTIFY that the foregoing resolution was introduced, read and adopted at a
regular meeting of the City Council on the ] 9 t taiay of J a n . , 1999, by the following vote:
