" ' • • RESOLUTION NO. 99- I Z- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING ADOP�ING COUNCIL POLICY NO. 2101—ECONOMIC DEVELOPMENT PROGRAM. WHEREAS, the City Council is charged with the responsibility of establishing municipal policies to guide the various functions of the City and, where necessary, to establish procedures by which functions are performed; and WHEREAS, at a special meeting of the City Council on December 8, 1998, the City Council adopted an Economic Development Policy by minute order; the City Council now wishes to include this program in the City Council Policy Manual; THEREFORE, IT IS RESOLVED that the City Council adopts Council Policy No. 2101 entitled Economic Development Program, a copy of which is attached and made a part hereof, to be incorporated in the Council Policy Manual. The vision was then broadened to create an Economic Development perspective. The Redding of the future is an urbanized regional center with a thriving and diversified retail, commercial, and industrial sector that provides a full range of employment opportunities for its citizens. A thriving small business community and downtown exists. Tourism and the convention business is strong. The City is no longer classified as a"Labor Surplus Area" and wages are equal to the state average. People are optimistic about the future. As a regional center, Redding is out-performing peer communities of California's Central Valley and southern Oregon in terms of commercial and industrial job growth and capital investment. This growth has improved the area's quality of life or environment. PURPOSE Goals - In order to achieve the economic vision of the City, the following goals are identified. They will act as the foundation for Economic Development policies. The goals and policies will be given to City Planning staff and the General Plan Task Force for incorporation into an economic development element of the Draft General Plan. 1. To create 1,500 direct and indirect industrial and distribution jobs over the next five years. 2. To raise the average wage of Redding residents to at least the average for the State of California. 3. To strengthen our receptive business and investment climate for existing and new business. 4. To improve the c�uality of life and the environment in the City and region. 5. To increase the participation of local small and medium-sized businesses in economic development programs and incentives. POLICY The following Economic Development policies include existing as well as proposed policies and will serve as the basis for strategy development and decisions related to economic issues. They relate back to the ��als and visian statement and will �uide the d�y-to-day operations of creating and carrying out strategies. The City will classify sufficient land to accommodate growth in retail, commercial, and industrial facilities. The City will maximize the number of developable acres that are reasonably free of environmental constraints for industrial use. The supply of classified land shall be monitored yearly and additional lands reclassified as may be needed. 2. The City will provide expeditious processing of building plans, permits, and related applications for development. (See existing Council Policy #804 in the Appendix.). 3. The Economic Development Manager in the City Manager's Office will assist businesses, their architects, or builders through the permitting and development process for targeted employment projects. The City will enter into a letter agreement that will commit both parties to working together for fast-tracking of permits as well as completion of plans and designs by applicant.. 4, It is the policy of the City of Redding to make a reasonable approach to growth management that is compatible with tl�e free market. (See existing Council Policy#1802 in the Appendix.) BUSINESS DEVELOPMENT l. It is the policy of the City of Redding to maintain an economic development program for retaining existing employers and encouraging their growth. 2. The City will aggressively promote itself to the visitor and convention markets. 3. The City will encourage proposals for major entertainment, tourism, and convention facilities that are regional in scope and will strengthen Redding's position as the north state hub for these activities. 4. The City will offer technical assistance in financing and consulting assistance to small and start-up businesses in coordination with the Superior California Economic Development District. The Economic Development Manager of the City will promote these services as well as the available City and Enterprise Zone financial incentives to the small business community. 5. The City will aggressively market itself on a state and national basis to companies considering sites for expansion and/or relocation. These efforts will be done in coordination with the Economic Development Corporation of Shasta County. Where financially advantageous the City will actively participate in the attraction of major industrial and distribution center employers through the acquisition and development of large City-owned sites. 7. Recruitment of businesses by the City or its agents will be done on a selective basis. Some of the factors used in targeting industries for recruitment will be above-average wage levels, emissions that meet or exceed environmenfal regulations, industries that match our labor supply and training capabilities, etc. 8. It is the policy of the City of Redding to treat existing businesses as valued customers. 9. It is the policy of the City of Redding to promote the utilization of Enterprise Zone financial incentives as well as City financial incentives to existing businesses. 10. The City will maintain a data base of information which will be available to all interested parties. The data base will include maps of the City, aerial photos, demographics, environmental, and economic information. The information will be in various formats and will be able to be packaged for businesses. FINANCIAL INCENTIVES 1. It is the policy of the City of Redding to reduce or defer development fees for manufacturers and distribution centers who create ten or more new full-time jobs for a continuous five-year period. The maximum fee reduction is $500,000 per project for both new and expanding existing businesses. (See existing Council Policy #804, Job Credits and Fee Deferrals, in the Appendix.) 2. lt is the policy of the City of Redding to waive Traffic Impact Fees on projects involving manufacturing and distribution center facilities. (See existing Council Policy #804 in the Appendix.) 3. It is the policy of the City of Redding to waive Park Fees on projects involving manufacturing and distribution center facilities. (See existing Council Policy #804 in the Appendix.) 4. It is the policy of the City of Redding to offer a financial incentive for electricity to new business customers and expanding existing business customers whose new demand is expected to exceed 100 kW for 3 months out of a consecutive 12-montl� period. It is the policy of the City of Redding to offer a financial incentive for electricity to any new customer who is considered a manufacturing or industrial company and who is expected to use at least 15,000 kWh a month for 3 months out of a 12-month period. (See existing Economic Attraction Service Policy in the Appendix.) 6. lt is the policy of the City of Redding to participate financially in Public/Private Partnerships with the private sector on large economic development projects. City funds will only be used when a project represents a good investment for the City as well as the company, investors, and/or developers. Partnerships may be entered into with companies from out of the area as well as local businesses. Clusters of local small businesses may also participate as groups. Small businesses could cluster by area (example: downtown merchants) or by industry (example: medical manufacturing). All proposed projects must meet the same criteria. The rating scale in the Appendix will be used to evaluate each project. A score of 50 or more points and City Council approval will be required to create a Public/Private Partnership. The amount of Financial participation by the City will be determined on a case-by-case basis. 7, It is the policy of ttie City of'Redding to consider rebating personal property tax on property directly involved in a manufacturing process that will lead to the creation of a least ten new full-time manufacturing jobs.
