AN ORDINANCE OF THE CITY OF REDDING ADOPTING
AMENDMENT TO THE CITY OF REDDING ZONING MAP RELATING
TO THE REZONING OF THE DIGNITY HEALTH NORTH STATE
PAVILION (APN's 107-400-008 & 009, 107-430-033, 034, 057 & 059, 107-
500-008, 017-020, 024-026) CONSISTING OF 10.55 ACRES GENERALLY
LOCATED AT THE SOUTHWEST OF THE INTERSECTION OF
CYPRESS AVENUE AND HARTNELL AVENUE, AT THE NORTHERLY
TERMINUS OF HENDERSON ROAD
The City Council of the City of Redding Does Ordain as Follows:
Section 1. Findings of Fact. The City Council finds and declares as follows:
A. Redding's General Plan was adopted on October 3, 2000.
B. A series of actions (Proposed Actions) is required to establish the Dignity Health North
State Pavilion, including: 1) General Plan Amendment GPA-2017-00003 to amend the
General Plan Diagram from "General Office," "General Commercial," and "Greenway"
to "Public Facilities;" 2) Rezoning RZ-2017-00004, to rezone the 10.55-acre project area
from "GO" General Office and "GC" General Commercial to "PF" Public Facilities, said
Rezoning to be adopted by ordinance; 3) Use Permit Application UP-2017-00001,
Dignity Health North State Pavilion Project; and 4) Parcel Map Application PM-2017-
00002 to allow the reconfiguration of the parcels into four parcels.
C. The Redding Planning Commission held a public hearing on May 12, 2020, after
providing all public notices required by State law and the Redding Municipal Code, at
which time all members of the public were provided an opportunity to comment on all
related environmental and planning documents submitted as required by law. At the
meeting, the Planning Commission reviewed the Proposed Actions for the Dignity Health
North State Pavilion Project and, following the public hearing, recommended by
Resolution No. 2020-04 that the City Council adopt the Proposed Actions cited above.
D. An Environmental Impact Report has been prepared and certified by resolution of the
City of Redding City Council on June 16, 2020, that describes and analyzes the
significant effects of the Dignity Health North State Pavilion Project, including
discussion of ways to avoid the significant effects and those effects that will remain
significant after mitigation measures are applied. Findings of Fact and a Statement of
Overriding Considerations and the Mitigation Monitoring Program were adopted by said
resolution of the City Council.
E. The City Council on June 16, 2020, did conduct a public hearing, after providing all
public notices required by State law and the Redding Municipal Code, to receive and
consider evidence and testimony for and against the Proposed Actions at which time all
members of the public were provided an opportunity to comment on the Proposed
Actions as required by law.
Section 2. Amendment of Zoning Map
The boundaries of the districts referred to in Section 18.01.050 of the Redding Municipal Code,
as designated on a map entitled "Zoning Map of the City of Redding, California," dated
January 7, 2003, are hereby altered as set forth on the map attached hereto and made a part
hereof by:
REZONING: 10.55 acres generally located at the southwest intersection of Cypress
Avenue and Hartnell Avenue, at the northerly terminus of Henderson
Road
FROM: "GO" General Office and "GC" General Commercial
TO: "PF" Public Facilities
Section 3. Effective Date
This ordinance shall take effect 30 days after the date of its adoption; and the City Clerk shall
certify to the adoption of this ordinance and cause its publication according to law.
I HEREBY CERTIFY that this ordinance was introduced and read at a regular meeting of the
City Council on the 16th day of June, 2020, and was read and adopted at a regular meeting of the
City Council on the 21 st day of July, 2020, by the following vote:
