Pursuant to Governor Newsom's Executive Orders N-25-20 and N-29-20, and guidance
from the California Department of Public Health regarding gatherings and social distancing
due to the COVID-19 pandemic: (1) Members of the City of Redding City Council and staff
may participate in City Council meetings via teleconferencing;(2) the City Council Chambers
were closed to the public for this meeting; and (3) the public was able to make comments by
mail, email, and voice mail.
The meeting was called to order by Mayor Adam McElvain with the following Council
Members present: Michael Dacquisto, Erin Resner, Kristen Schreder, and Julie Winter.
Also present were: City Manager Barry Tippin, City Attorney Barry E. DeWalt. Executive
Assistant Anette Cates called the roll prior to leaving the Closed Session meeting.
CLOSED SESSION
At the hour of 5:15 p.m., Mayor McElvain opened the Special Meeting and announced that the
Council would adjourn to Closed Session.
No public comments were received.
At the hour of 6:03 p.m., Mayor McElvain reconvened the Special Meeting to Open Session
and reported that in reference to:

3C. Closed Session pursuant to California Government Code Section 54956.9(d)(1):
CONFERENCE WITH LEGAL COUNSEL - EXISTING LITIGATION
Baker, et al. v. City of Redding, et al.; Shasta County Superior Court Case No. 192661
Pursuant to Government Code section 54957.1(a), the City Council hereby reports out
that,by unanimous vote,the City Attorney has been granted permission to file a petition
for a writ of mandamus to appeal the Trial Court Judge's decision on a motion which
would permit class claimants to avoid the claim's petition requirements.
