A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
AMENDING THE GENERAL PLAN DIAGRAM OF THE CITY BY
ADOPTING GENERAL PLAN AMENDMENT APPLICATION GPA-2017-
00003 RELATING TO THE DIGNITY HEALTH NORTH STATE
PAVILION PROJECT (APNs 107-400-008 & 009, 107-430-033, 034, 057 &
059, 107-500-008, 017-020, 024-026) CONSISTING OF 10.55 ACRES
GENERALLY LOCATED AT THE SOUTHWEST OF THE
INTERSECTION OF CYPRESS AVENUE AND HARTNELL AVENUE,
AT THE NORTHERLY TERMINUS OF HENDERSON ROAD
WHEREAS,the City Council adopted the General Plan on October 3, 2000; and
WHEREAS, the amendment to the General Plan Diagram is desired to allow development of a
medical facility and is consistent with surrounding development patterns as identified in the
General Plan Amendment GPA-2017-00003; and
WHEREAS, a series of actions (Proposed Actions) is required to establish the Dignity Health
North State Pavilion Project, including:
1. General Plan Amendment GPA-2017-00003 involving APN#s 107-400-008 & 009, 107-
430-033, 034, 057 & 059, 107-500-008, 017-020, 024-026, from "General Office,"
"General Commercial," and"Greenway" to "Public Facilities;" and
2. Rezoning Application RZ-2017-00004, to rezone the 10.55-acre project area from "GO"
General Office and "GC" General Commercial to "PF" Public Facility, said Rezoning to
be adopted by ordinance; and
3. Use Permit Application UP-2017-00001, Dignity Health North State Pavilion to develop
a wellness center is for ambulatory medical offices and clinics and to allow a portion of
the parking lot to encroach into the Federal Emergency Management Agency (FEMA)
regulated 100-year floodplain of the Sacramento River ; and
4. Parcel Map Application PM-2017-00002 to allow the reconfiguration of the parcels into
four parcels; and
WHEREAS, the Planning Commission on May 12, 2020, held a duly noticed public hearing
pertaining to said Proposed Actions.
WHEREAS, the Planning Commission has reviewed pertinent documents prepared in
accordance with the requirements of the California Environmental Quality Act and
recommended that the Environmental Impact Report be adopted for Proposed Actions after
consideration of all testimonial and written evidence submitted prior to and during the
aforementioned public hearing; and
WHEREAS, the City Council on June 16, 2020, adopted a resolution incorporated herein by this
reference, that (i) certified the Final EIR for the Dignity Health North State Pavilion Project, (ii)
approved and adopted the Findings of Fact and Statement of Overriding Considerations, and (iii)
approved and adopted the Mitigation Monitoring Program finding that the Final EIR satisfies all
of the requirements of CEQA and are adequate to serve as the required environmental
documentation for the Proposed Actions; and
WHERAS, the City Council on June 16, 2020, did conduct a public hearing, notice of said
public hearing having been duly given as required by law and in accordance with the provisions
of the Redding Municipal Code, to hear and consider the staff report and evidence for and
against the Proposed Actions, and to investigate and make determinations in connection
therewith;
NOW, THEREFORE, BE IT RESOLVED THAT, the City Council hereby finds, determines,
and resolves as follows:
Section 1. Recitals. The above recitals are correct and incorporated herein by reference.
Section 2. Approval. Upon hearing and considering all evidence and reports offered at the June
16, 2020, public hearing, inclusive of all records and documents in the record supporting the
certification of the Final EIR and all testimony and arguments of all persons desiring to be heard,
the City Council has considered all factors relating to the Proposed Actions and hereby approves
and adopts General Plan Amendment GPA-2017-00003.
Section 3. Effective Date. The effective date of this resolution shall be the thirtieth calendar day
after attestation of this resolution by the City Clerk.
I HEREBY CERTIFY that the foregoing resolution was introduced and adopted at a regular
meeting of the City Council of the City of Redding on the 16th day of June, 2020, by the
following vote:
