The nomination period begins July 13, 2020, and ends August 7, 2020, and may be extended to August 12, 2020. Pursuant to Elections Code Sections 10220-10225, nomination papers are to be filed with the City Clerk during regular business hours as posted, not later than the 88th day before the election—Friday, August 7, 2020. 2. Pursuant to Elections Code Section 13307, each candidate for elective office to be voted for at the election to be held on Tuesday, November 3, 2020, may prepare a candidate statement on an appropriate form provided by the City Clerk. The statement may include the name, age, and occupation of the candidate and a brief description of no more than 200 words of the candidate's education and qualifications expressed by the candidate himself or herself. It may not, however, include the party affiliation of the candidate, nor membership or activity in partisan political organizations. The statement shall be filed, in typewritten and electronic format, in the office of the City Clerk at the time the candidate's nomination papers are filed, along with the estimated fee. The statement may be withdrawn, but not changed, during the period of filing nomination papers and until 5:00 p.m. of the next working day after the close of the nomination period. 3. The City Clerk shall estimate the total cost of printing and handling the candidate statements. The estimate is an approximation of the actual cost that varies from one election to another election and may be significantly more or less than the estimate, depending on the actual number of candidates filing statements. Accordingly, the City Clerk is not bound by the estimate and shall, on a pro rata basis, bill the candidate for additional actual expense or refund any excess paid depending on the final actual cost. In the event of underpayment, the City Clerk shall require the candidate to pay the balance of the cost incurred. In the event of overpayment, the City Clerk shall refund the excess amount paid. If the candidate alleges that he or she is indigent and unable to pay the costs, the provisions of Elections Code Section 13309 shall apply. 4. The City Clerk is to utilize the Secretary of State's ballot designation regulations as the City's standard. 5.
