A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
RESCINDING RESOLUTION NOS. 86-236, 88-434, AND 91-409 AND
FURTHER PROVIDING FOR THE ISSUANCE OF PERMITS FOR
PARKING ON STREETS DESIGNATED AS ON-STREET PERMIT
PARKING AREAS
WHEREAS, the City Council adopted Resolution No. 86-236 on September 15, 1986, and
Resolution No. 88-434 on December 6, 1988, and Resolution No. 91-409 on September 17,
1991, which established regulations and rates pursuant to Redding Municipal Code (RMC)
Sections 11.24.340 and 11.24.350; and
WHEREAS, the City Council finds that the areas set forth in the attached Exhibit A are
predominantly residential in nature; and
WHEREAS, the City Council finds that the streets in the areas set forth in Exhibit A are
congested by persons not residing in the areas indicated by Exhibit A; and
WHEREAS, the City Council further finds that limiting the parking of vehicles along the streets
in the areas indicated by Exhibit A to vehicles registered to or controlled and exclusively used by
persons residing in the area is necessary in order to enhance the quality of life of persons residing
in the area; and
WHEREAS, the City Council hereby determines that the effect of persons not residing in the
areas set forth in Exhibit A has a deleterious effect on the ambient noise levels in such areas, the
safety of pedestrian and vehicle safety in such areas, and, as a consequence, disproportionately
burdens persons residing in such areas; and
WHEREAS, the City Council now wishes to establish different regulations and rates pursuant to
RMC sections 11.24.340 and 11.24.350;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL THAT:
1. Resolution No. 86-236, adopted on September 15, 1986, and Resolution No. 88-434,
adopted on December 6, 1988, and Resolution No. 91-409 adopted on September 17,
1991, are hereby rescinded.
2. The recitals set forth above are true and correct, and are hereby adopted as findings of
fact.
3. The City Treasurer of the City of Redding, or their duly authorized subordinate, is hereby
authorized to issue permits for parking in areas as shown on Exhibit A.
4. The parking permits authorized for issuance in paragraph 3 above for areas as shown on c
Exhibit A shall be issued to persons having vehicles registered to or controlled and used
exclusively by persons residing in the areas noted on Exhibit A on a quarterly basis, and
shall be valid for a maximum period of three months during the quarter in which the
permit was issued. The permit shall clearly state the date through which the permit is
valid. The permit shall be marked with an "R" for easy identification by enforcement
personnel. The permittee shall pay a permit fee for said permit. The rates shall be as
follows and adjusted annually by the consumer price index:
a. Sixty-six Dollars ($66.00) for the full calendar quarter of the year in which the
permit is issued, or any fraction thereof in excess of two months, after date of
application therefor.
b. Forty-four Dollars ($44.00) for the fraction of a calendar quarter of the year
amounting to more than one month, but not more than two months remaining as
of the date of application therefor.
C. Twenty-two Dollars ($22.00) for that fraction of a calendar quarter of a year
amounting to one month or less remaining as of the date of application therefor.
d. The rates for seniors age fifty-five and older shall be 50% of the rates listed
above.
5. Holders of parking permits may park on streets in areas so designated by appropriate
signs. The attached exhibit (Exhibit A) sets out those areas to be designated as permit
parking areas.
6. The permittee shall affix the permit to the lower right-hand corner of the front windshield
of his vehicle. Unless the permit is so affixed by the permittee, it shall have no force or
effect.
I HEREBY CERTIFY that the foregoing resolution was introduced and adopted at a regular
meeting of the City Council of the City of Redding on the 19th day of May, 2020, by the
following vote:
