L Pursuant to Governor Newsom's Executive Orders Nos. N-25-20 and N-29-20, and
guidance from the California Department of Public Health regarding gatherings and social
distancing due to the COVID-19 pandemic; Members of the City of Redding City Council and
staff may participate in City Council meetings via teleconferencing.
The meeting was called to order by Mayor Adam McElvain. The Mayor and Council Member ,
Kristen Schreder were present in the Council Chambers. Council Members'Erin Resner,
Michael Dacquisto, and Julie Winter participated by teleconference. •
Also present were: City Manager Barry Tippin, City Attorney Barry E. DeWalt, City Clerk
Pamela Mize, Assistant City Clerk Sharlene Tipton,and Executive Assistant Anette Cates.
REGULAR CALENDAR
At the hour of 5:55 p.m., Mayor McElvain opened the Special Meeting.
2(a). Consider formation of a City Council subcommittee regarding re-opening the local
economy due to the COVID-19 pandemic and related Stay-at-Home orders issued by
the Governor.
City Manager Tippin provided an overview of the Report to City Council (staff report),
incorporated herein by reference.
L Council Member Schreder stated, for the record, that she would like for the Council
Members selected to serve on the subcommittee to be mindful of the six indicators
listed in Governor Newsom's plan entitled"California's Roadmap to Modify the Stay-
at-Home Order. The components are:
(1) The ability to monitor and protect our communities through testing, contract
tracing, isolating, and supporting those who are positive or exposed;
(2) The ability to prevent infection in people who are at risk for more severe
COVID-19;
(3) The ability of the hospital and health systems to handle surges;
(4) The ability to develop therapeutics to meet the demand;
(5) The ability for businesses, schools, and child care facilities to support physical
distancing: and
(6) The ability to determine when to reinstitute certain measures, such as the stay-
at-home orders, if necessary.
The City Council received two emails dated April 21, 2020, from Melody Fowler and
Chrissy R., both incorporated herein by reference.
A MOTION WAS MADE by Mayor McElvain, seconded by Council Member
Dacquisto, to approve formation of a City Council subcommittee, and appoint himself
and Vice Mayor Resner as the members of the subcommittee, to work with Shasta
L County leaders and other stakeholders in the development of a plan to re-open the local
economy.
