Council Members Michael Dacquisto and Erin Resner participated by teleconference. All votes were taken by roll call. • Also present were: City Manager Barry Tippin, City Attorney Barry E. DeWalt, City Clerk Pamela Mize,and Executive.Assistant Anette Cates. REGULAR CALENDAR • 9.1(b). Consider Resolution and/or alternate Resolution to appropriate approximately $2 million from Redding Electric Utility (REU) Reserves to be issued as rebates to REU • customers. City Manager Tippin provided an overview of the Report to the City Council (staff report), incorporated herein by reference. The City Council received an email dated March 26, 2020, incorporated herein by reference, from Jake Mangas, President/Chief Executive Officer of Redding Chamber of Commerce. City Clerk's.Note Both the resolution and alternate resolution presented to the City Council authorized appropriating$2 to'$2.2 million dollars from REU Reserve funds. Following discussion among the Council Members and with the City Attorney, a motion was made to approve the alternate resolution in the amount of$2.2 million dollars and to change the source of the funds from REU's Reserves to Cap and Trade funds (GHG Allowance Auction proceeds). All other terms of the resolution remained the,same. A MOTION WAS MADE by Council Member Dacquisto, seconded by Council • Member Resner, to adopt alternate Resolution No. 2020-033, a resolution of the City Council of the City of Redding, approving and adopting the 29°' Amendment to City Budget Resolution No. 2019-050,appropriating $2.2 million from the Cap and Trade (GHG Allowance Auction proceeds)which will be used to distribute rebates to all REU customers for Fiscal Year 2019-20; and authorize the Mayor and/or the City Manager to execute the necessary documentation. The Vote: AYES: Council Members-Dacquisto, Resner, Schreder, Winter, and McElvain NOES: Council Members-None ABSTAIN: Council Members-None ABSENT: Council Members-None Resolution No. 2020-033 is on file in the Office of the City Clerk. City Clerk's Note: In accordance with Governor Gavin Newsom's Executive Order N-33-20 proclaiming a state-wide State of Emergency and City of Redding Resolution L No. 2020-032 declaring a Local Emergency, all in response to the COVID-19 pandemic, the City Manager provided a non-agendized update regarding COVID-19 to the City Council. — 03/26/2020 196 City Manager Tippin relayed the following information: (1) On March 24, 2020, the Shasta County Board of Supervisors approved Urgency Ordinance No. SCC 2020-01 to prohibit evictions arising from income loss or substantial medical expenses related to the COVID-19 Pandemic in the unincorporated areas of Shasta County. The Board of Supervisors asked that the cities of Redding, Anderson, and Shasta Lake incorporate their prohibition of evictions status into the County Ordinance to allow the Shasta County Sheriff's Department to utilize only one ordinance. City staff plans to bring this issue to the City Council at the April 7, 2020, meeting with a recommendation that the City allow Shasta County to move forward with enforcing the same policy though out all areas of Shasta County; (2) City staff discussed a Transient Occupancy Tax (TOT) Relieve Program in which payment would be deferred from July 1, 2020, to October 1, 2020, to allow cash flow for hotels and residential vacation homes. City staff will analyze impact of the program and present a resolution to the City Council at a future meeting for approval; (3) Redding Electric Utility is developing programs to return customer deposits to in the form of a credit towards their bills in order to provide cash flow relieve for small business and other rate payers impacted by the COVID-19 pandemic. City staff will follow up with a report to the City Council at a future meeting; (4) A Field Hospital may be located within Shasta County boundaries, and staff will update the City Council as more information is obtained; (5) The City Treasurer has frozen interest on various forms of payments from vendors who are late for various reasons; the City Clerk's Office sent out late notices for City business licenses, however, they included a notification to business owners that the City will work with the customers to extend the license and/or waive late fees; and Redding Electric Utility has discontinued sending out 7-day and 15-day late notices as of March 26, 2020, and will waive late fees; and (6) The Redding Police Department added a form on their website to allow people to file a complaint against businesses that are not following Governor Newsome's stay at home order. That complaint is then forwarded to Shasta County Public Health Department that will send out their taskforce to educate the businesses. POTENTIAL TOPICS FOR FUTURE CITY COUNCIL MEETINGS At Council Member Winter's suggestion, a consensus of the Council directed staff to prepare an amended financial report and work with Redding Electric Utility and the Redding Chamber of Commerce to form a taskforce to find creative ways to help the local business community, and present it to the City Council at a future meeting. At Mayor McElvain's suggestion, a consensus of the Council directed staff to prepare a report analyzing what the impact would be to the Municipal Utilities' projects, goals, and objectives if the rate increases recently approved by the City Council for Water, Wastewater, and Solid Waste were reversed and present the report to the Council at a future meeting.
