Also present were: City Manager Barry Tippin, Assistant City Manager Sheri DeMaagd, Assistant City Attorney Jake Baldwin, City Clerk Pamela Mize, and Executive Assistant Anette Cates. The Pledge of Allegiance to the Flag was led by Mayor McElvain. The Invocation was provided by Debbie Ivey,Redding Police and Fire Departments' Chaplain. PRESENTATIONS 2A. Brian Crane, Nathan Knudson (Redding Trail Alliance), Travis Menne (City of Redding Associate Community Project Coordinator), and Hilary Freeman (Redding Composite Team) provided a PowerPoint presentation, incorporated herein by reference, regarding the upcoming 2020 Bigfoot Mountain Bike Challenge; and other mountain biking events. The City Council took no action on this informational item. 2B. Mayor's Certificates of Recognition presented to the members of the Shasta Mock Trial Team in recognition of their upcoming trip to the 2020 Mock Trial State Finals to be L held March 20-22, 2020, in Los Angeles, California. The City Council took no action on this informational item. PUBLIC COMMENT Atish D'Mello, exchange student from India, stated he is impressed with Redding and its citizens, and thanked the City Council for all they do. CONSENT CALENDAR The following matters were considered inclusively under the Consent Calendar and each Report to the City Council (staff report) is incorporated herein by reference: 4(a). Approve Minutes: Special Meeting- Closed Session February 18, 2020;land Regular Meeting February 18, 2020. 4(b). Accept Accounts Payable Register Nos. 14 and 15; and Payroll Register Nos. 14 and 15. (1) Accounts Payable Register No. 14 for period of January 11, 2020, through January 31, 2020, for a total of$12,281,203.09 for check numbers 151497 through 152062, inclusive, ACH Transfer numbers 15799 through 15856, inclusive, Wire Transfer numbers 8964 through 9003, inclusive; (2) Accounts Payable Register No. 15 for period of February 1,2020,through February 14, 2020, for a total of$4,858,344.26 for check numbers 152063 through 152471, inclusive, ACH Transfer numbers 15857 through 15877, inclusive, Wire Transfer numbers 9004 through 9035, inclusive; (3) Payroll-Register No: 14 for the period of December 29, 2019, through January 11, 2020, in the amount of $3,097,458.99, for electronic deposit transaction numbers 502347 through 503278, inclusive, and check' numbers 605900 through 605916, inclusive; (4) Payroll Register No. 15 for the period of January 12, 2020, through January 25, 2020, in the amount of$3,104,134.08, for electronic deposit transaction numbers 503279 through 504178, inclusive, and check numbers 605917 through 605954, inclusive; SUMMARY TOTAL: $23,341,140.42. 03/03/2020 184 4(c). Accept the Treasurer's Report for the month of January 2020. 4(d). Accept the Proof of Cash reconciliation and ACR133 report for the month of January 2020. 4.4(a).Adopt Resolution No.2020-022,a resolution of the City Council of the City of Redding, declaring April as Fair Housing Month in the City of Redding. 4.4(b). Adopt Revised Resolution No. 2020-023, a resolution of the City Council of the City of Redding, rescinding Resolution 2020-012 and authorizing the Mayor to sign Resolution 2020-023 for submission to the California Department of Housing and Community Development for completion of the application for up to$2,750,000 in Cal Home Program funds. 4.9(a). Authorize the following regarding Bid Schedule No. 5106, Unmanned Aerial Vehicles and Accessories: (1) Authorize sole source purchase of DJI Enterprise equipment for consistency and ease of training; and (2) Award bid to General Pacific, Inc. in the amount of$176,825.22 4.9(b). Authorize the City Manager to execute a three (3) year lease agreement with Sheila D. Hurst for space located at Foundry Square in downtown Redding for use by the Redding Police Department as a substation at no monthly rental cost to the City of Redding. 4.11(a).Authorize the purchase of two Caterpillar standby generators for emergency capabilities in the combined amount of$358,164 for the Water Utility. A MOTION WAS MADE by Council Member Schreder, seconded by Council Member Winter, that the forgoing items on the Consent Calendar be accepted, acknowledged, adopted, approved, authorized, and/or rescinded as recommended. REGULAR CALENDAR: REPORTS & COMMUNICATIONS OF DEPARTMENTS, BOARDS, COMMISSIONS, AND COMMITTEES 9.5(c). Redding Electric Utility's Financial Analysis in accordance with requirements established in City Council Policy No. 1414, Electric Utility Financial Management Policy. Electric Manager Joe Bowers highlighted the Report to City Council (staff report),and presented a PowerPoint presentation, both incorporated herein by reference. A MOTION WAS MADE by Council Member Schreder, seconded by Council Member Winter, to accept the Electric Utility's Financial Analysis Report and take no action on rates or reserves in accordance with City Council Policy No. 1414. A SECOND MOTION WAS MADE by Mayor McElvain, seconded by Council Member Dacquisto, to accept the Redding Electric Utility's (REU) Financial Analysis Report and directed staff to allocate $2,000,000 from REU reserves as a rate holiday for REU customers and return at a future Council meeting with a formalized plan and budget resolutions,as necessary to implement the program. Resolution - appropriating $450,000 from the City's Park In-lieu Fund for completion of projects located at Enterprise Community Park, John Reginato River Access, and Caldwell Park. Community Services Director Kim Niemer provided an overview of the Report to City Council (staff report), and a PowerPoint presentation, both incorporated herein by reference. LThe following spoke in support: Linda Masterson and Mike Archibald. A MOTION WAS MADE by Council Member Resner,seconded by Council Member Winter,to adopt Resolution No. 2020-024, a resolution of the City Council of the City of Redding, approving and adopting the 24th Amendment to City Budget Resolution No. 2019-050 appropriating $450,000 from the Park In-Lieu fund for the completion of the following projects: (1) $100,000 - Enterprise Community Park Pickleball Court Expansion; (2)$200,000-Purchase and install two(2)modular buildings for park host housing at Enterprise Community Park and John Reginato River Access; and (3) $150,000 - Purchase and install one (1) modular building for additional program space at Caldwell Park. L 9.9(c). Oral update regarding the Redding Police Department Crime Maps. ' Police Chief Bill Schueller and Crime Statistician Michael Murphy summarized the Report to City Council (staff report), incorporated herein by reference. The City Council took no action to this informational item. 9.15(a).Resolution - and associated job specification amending Executive Management Pay- for-Performance Salary Plan to increase salary range for classification of Construction Manager. At the hour of 7:36 p.m. having arrived, Assistant City Manager Sheri DeMaagd left the room due to family connection. City Manager Tippin provided an overview of the Report to City Council (staff report), incorporated herein by reference. A MOTION WAS MADE by Council Member Resner,seconded by Council Member Schreder, to adopt Resolution No. 2020-025, a resolution of the City Council of the City of Redding, amending the Executive Management Pay-for-Performance Salary Plan, increasing the top of the monthly salary range for the classification of L Construction Manager 10 percent from $7,797 to $8,576 per month, effective March 8,2020;and approve the updated job specification for the Construction Manager position. The Vote: AYES: Council Members - Dacquisto, Resner, Schreder, Winter, and McElvain NOES: Council Members-None ABSTAIN: Council Members -None ABSENT: Council Members -None Resolution No. 2020-025 is on file in the Office of the City Clerk. 03/03/2020 186 COUNCIL TRAVEL REPORT(S1 Council Member Schreder attended the Northern California Power Agency Legislative & Regulatory Affairs Committee meeting on February 19, 2020, and the Northern California Power Agency Commission meeting on February 20, 2020, both held in Roseville, California. POTENTIAL TOPICS FOR FUTURE CITY COUNCIL MEETINGS 1 At Council Member Winter's suggestion, a consensus of the Council directed staff to invite Donnell Ewert, Director of Shasta County Health and Human Services Agency, to a future meeting to provide an update on the Corona Virus.
