A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
TO SUBSTANTIALLY AMEND THE 2019-20 ONE-YEAR ACTION PLAN
FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)
PROGRAM AND AUTHORIZING THE CITY MANAGER, OR
DESIGNEE, TO SIGN ALL THE NECESSARY DOCUMENTS AND
SUBMIT THE AMENDED 2019-20 ACTION PLAN TO THE U.S.
DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT
WHEREAS, the U.S. Department of Housing and Urban Development (HUD) has
informed the City of certain amendments to 24 CFR Parts 91, 92, 570, 576, and 968; and
WHEREAS, such amendments mandate the development and submission of a
Consolidated Plan in order for the City to continue in certain HUD programs; and
WHEREAS,the City has prepared a Consolidated Plan, which includes an annual Action
Plan, according to HUD specifications as to form and content; and
WHEREAS,on March 27,2020,the President of the United States signed the Coronavirus
Aid, Relief,and Economic Security Act(CARES),Public Law 116-136,making available funds to
respond to the growing effects of the COVID-19 public health crisis; and
WHEREAS, the CARES Act allocated additional CDBG-CV funding in the amount of
$447,450 that is to be utilized in conjunction with $260,000 of previously allocated CDBG
funding to assist eligible small businesses to keep and retain low-moderate income employees by
providing grants for commercial rent and utility costs; and
WHEREAS, following the required notices in accordance with law, the City Council of
the City of Redding has held a public hearing on the proposed substantial amendment to the
2019-20 Action Plan; and
WHEREAS, the City Council has considered all public comments received during the
five-day public comment period authorized by waiver received from HUD regarding the proposed
amendments;
NOW,THEREFORE,BE IT RESOLVED by the City Council of the City of Redding as
follows:
1. The City Council does hereby accept the substantial amendment to the 2019-20
Action Plan;
2. The City Council does hereby direct the City Manager, or designee, to sign all
necessary documents, including certifications, on behalf of the City and to forward
the amended Action Plan to the U.S. Department of Housing and Urban
Development.
I HEREBY CERTIFY that the foregoing resolution was introduced at a regular meeting
of the City Council of the City of Redding on the 5th day of May, 2020, and was duly adopted at
said meeting by the following vote:
