A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
SUPPORTING THE EFFORTS OF THE CITY MANAGER AND CITY STAFF
TO MODIFY PROCEDURES AND POLICIES TO ASSIST LOCAL BUSINESSES
AND BUSINESS OWNERS DURING THE LOCAL EMERGENCY DUE TO THE
COVID-19 PANDEMIC
WHEREAS, Redding Municipal Code 4.22.120 empowers the City Council of the City
of Redding to declare a local emergency; and
WHEREAS, on March 17, 2020, the City Council of the City of Redding, by resolution,
adopted a declaration of local emergency due to the COVID-19 pandemic; and
WHEREAS, on March 19, 2020, Governor Gavin Newsom issued Executive Order N-
33-20, which ordered non-essential businesses to close to the public and essential businesses to
modify operating procedures to minimize personal contact and maximize social distancing; and
WHEREAS, the need for businesses to communicate their revised operating procedures
to customers and patrons during a local emergency is not addressed in the City of Redding
Municipal Code; and
WHEREAS, numerous businesses and short-term rental operators have not been able to
operate or have been operating with less revenue during the local emergency; and
WHEREAS, the City Council desires to support local business owners and entrepreneurs
during the local emergency to enhance the local economy; and
WHEREAS, the City Council desires to protect the health, safety, and welfare of the
residents of the City of Redding by facilitating communication between businesses and their
customers;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL THAT:
1. The recitals set forth above are true and correct.
2. The City Council does hereby authorize the City Manager, in his sole discretion, to
amend staff policies and procedures and to suspend enforcement or to modify application
of the municipal code through August 1, 2020, in order to positively benefit businesses in
the City of Redding. This authority includes, but is not limited to, forbearance on ,
enforcement of the municipal code, extension of short-term rental permit expirations, and v
planning and building permit expirations. O

I HEREBY CERTIFY that the foregoing resolution was introduced at a regular meeting
of the City Council of the City of Redding on the 215 day of April, 2020, and was duly adopted
at said meeting by the following vote:
