A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
AUTHORIZING EXECUTION OF AN AMENDED GRANT AGREEMENT
WITH THE DEPARTMENT OF WATER RESOURCES REGARDING THE
SUSTAINABLE GROUNDWATER PLANNING GRANT; ACCEPTANCE AND
APPROPRIATION OF THE ADDITIONAL GRANT FUNDS; AND EXECUTION
OF AN AMENDMENT TO THE CONTRACT WITH JACOBS ENGINEERING
WHEREAS, on September 16, 2014, Governor Brown signed three bills (SB 1168, SB 1319, and AB
1739) into law creating the Sustainable Groundwater Management Act of 2014 ("SGMA") codified at
Water Code section 10720 et seq.;and
WHEREAS, the overlying members of the Redding Area Groundwater Basin (the City of Anderson,
Anderson-Cottonwood Irrigation District, Bella Vista Water District, Clear Creek Community Services
District, the City of Redding and the County of Shasta) formed the Enterprise-Anderson Groundwater
Sustainability Agency("EAGSA")and designated the City of Redding as the fiscal agent; and
WHEREAS, under SGMA, the EAGSA is responsible for submitting a Groundwater Sustainability Plan
(`GSP")to the California State Water Resources Control Board("SWRCB")by January 31, 2022; and
WHEREAS, in June 2018, the City received notice of its award of SGWP Grant funding in the amount
of $983,230 and executed a Grant Agreement with the Department of Water Resources ("DWR") on
behalf of the EAGSA for the preparation of GSPs for the Anderson and Enterprise Subbasins; and
WHEREAS, in March 2020, the EAGSA received notification of conditional funding for an additional
amount of $544,500 from the SGWP Grant Program conditioned upon the execution of an Amended
Grant Agreement with the Department of Water Resources ("DWR");
NOW THEREFORE, BE IT RESOLVED THAT:
1. The City Council of the City of Redding authorizes the Director of Public Works or designee to
execute the Amended Sustainable Groundwater Planning Grant Agreement on behalf of the
EAGSA; authorizes the City Manager to accept and appropriate the additional grant funds in the
amount of$544,500; and execute an amendment to the contract with Jacobs Engineering.
I HEREBY CERTIFY that the foregoing resolution was introduced and adopted at a special
meeting of the City Council of the City of Redding on the 71° day of April, 2020, by the
following vote:
